Since Kevin had just learned how to use spells, he did not hesitate to help Ace control the dead soldiers in the basement.
The reason why Ace is having difficulty controlling them is because of the spells cast unto them by the Duke's wife. It was a highly advanced spell the witch had created to control the "unsightly creatures" lurking in the Village of the Damned.
The witch meant to keep them locked in darkness, away from sunlight and the human population. She loved living in the Snow Village and decided to settle there.
However, the peace she cherished did not last long. Humans caught wind of rumors that some citizens of the Village of the Damned had come to the Snow Village and were living among humans.
The legend that eating the child of a witch and a human could grant tremendous power blinded the humans, driving them to attack the village.
After leaving the village slaughtered, with children hanging from the barbed tower, the humans never set foot there again.
