Some associate territories were spiking in their own right, while some were focused on rebuilding, not to be left behind, and figuring out a way to find their own 'money-making' industries.
Shiro, unlike the Lords of Bright and Belluga Villages, was an aborigine. His views and his ideas were limited, at least for now, and he acknowledged this. The Terrans also innovated, changed, and applied things very often, so they had to keep up and be updated, especially since they were so closeby.
So, Shiro left Fos and a few trusted people in Shrao behind to stay in Alterra for a few weeks, to see what else they had done and if he could also apply them. This was after stabilizing, especially after the subsequent disasters.
Speaking of industries, Shrao village could not compare to others in the region, but in reality, it was not doing too badly compared to the vast majority of villages in the world.
