Everyone had weapons bought in Old Shrao (along with a few spares). Further, a lot of the more powerful ones were also given some bone weapons from Alterra.
The bone weapons were actually the content of many of the carriages before they got filled with 'slaves', and they were distributed not long after they left Voumi.
Many of the elites also took this time to see the potential of the people, to see who to focus on recruiting. The former 'slaves' also recognized this, and a lot of them definitely showed off, some consciously and some not.
Fos, for one, took note more than the others, and was willing to pay more.
Unlike the other associate villages, Shrao's had the least elementalists. After all, Terrans would opt to stay in Terran-owned territories. Fos knew this, and he did receive the signal from his Lord to offer 20 to 30% more than what the others were offering.
