In the original timeline's Alabasta, the government covered up the fact that a rookie pirate defeated a Shichibukai, and to downplay the severity of Crocodile's attempted coup, they credited Smoker with the achievement of taking down Crocodile.
As a result, Smoker was promoted to Commodore.
Spandam did nothing and failed all the time, yet still smoothly got promoted to chief of CP9, and even advanced into the CP0 organization.
CP0 has always been known as the Celestial Dragons' strongest shield, yet within this shield, there could be a trash with a power level of only nine, worse than ordinary Marine soldiers.
At the root, all of this comes down to the decisions of the World Government. Trying to oppose the World Government with the entire world as its reserve force using only individual valor is nearly impossible.
Unless an extremely rare individual surpasses human limits and can fight ancient weapons with their own body, then there's a chance of pulling it off.
If the World Government wills it, they can put trash in high-ranking positions.
Even something as absurd as making a dog the king of a country is not impossible.
If the World Government doesn't like someone, even if they are a Marine Admiral, they still have ways to hinder them.
Zephyr's family was murdered during the peak of his time as an Admiral. That's not something an ordinary pirate could have done. But just how many secrets are behind it, even Sengoku couldn't say for sure.
The Marines are relatively independent, but in the end, they're still under the World Government.
For most Marine soldiers, there's no real difference between the World Government and the Marines, but there are always those who think differently.
Admirals and Vice Admirals all have their own views and understandings. You could say they have the ability to act on their beliefs, unlike most soldiers who can only obey orders.
But how many soldiers are more loyal to the World Government than to the Marines is unknown. Some of them are actually spies sent by the World Government to monitor the Marines. Letting their own military arm act freely does not align with the World Government's interests.
So after the Rocky Port Incident at Fullalead, the World Government made a brand-new decision.
First was the appointment of a new Shichibukai. The Surgeon of Death, Trafalgar Law, offered the hearts of one hundred pirates as a gift and earned the Shichibukai title from the World Government. The vacant Shichibukai slot was finally filled again.
Although the quality of those pirates was all over the place, and very few could truly be called major pirates, the World Government still used extremely exaggerated language to hype it up.
Law's actions nearly made him the public enemy of all pirates. Shichibukai have always had a bad reputation among pirates. While feared for their strength, they're also looked down on for willingly becoming the World Government's lapdogs despite that strength.
Compared to other Shichibukai, the way Law became one was even more despised. This act of "bootlicking" by showing up with a gift enraged many pirates. Quite a few now see him as a thorn in their side and plan to use Law's head to make a name for themselves.
And the impact of becoming a Shichibukai didn't stop there.
"Doffy, here's today's newspaper. It's about that kid Law."
"I saw it, Trebol. No need to be so harsh. That's my dear little brother, the third-generation Heart of the Donquixote Family. You should be happy that he's risen to this position."
On the beach of Dressrosa, Doflamingo looked relaxed, like he was on vacation. The reflection from his sunglasses made it hard to see his eyes, but from his tone, he didn't seem angry at all.
Thanks to Rosinante's efforts, Doflamingo didn't know that Law had long since learned the truth of what happened back then. He only knew that Law had eaten the Op-Op Fruit, and had developed its power to a rather high degree.
The Immortality Operation of the Op-Op Fruit had always been Doflamingo's goal. For this goal, he had always referred to Law as his younger brother in public, as a member of the family, and kept the Heart seat reserved.
"Then we..."
"Of course, we congratulate him. Fuffuffuffu. After disappearing for so many years, it's time for the child who left home to come back. Go make contact with him, see whether he is truly my family, or my enemy."
Doflamingo hoped Law knew nothing, so that his plan would be easier to carry out. But Law had already been gone for over ten years. With the Donquixote Family's reputation, if he wanted to come back, he could have done so long ago.
So Doflamingo's words and actions weren't really consistent. Everything he did was solely for his own sake.
Before, they couldn't get in touch with Law, but now that Law had become one of the Shichibukai, Doflamingo naturally had the chance to reach out.
"I understand, Doffy. By the way, what should we do about Fullalead? The pirate who originally occupied it has already been eliminated. Fullalead is now a land without a master. I heard a Marine played quite a role in that."
"Fuffuffuffu, just one of the World Government's old tricks. If that Marine really had that much ability, how could he still be an ordinary Lieutenant Commander?

Fullalead's location and symbolic significance were both very special, but Doflamingo had no interest in it.
If the Beasts Pirates had taken it over, then Fullalead would no longer have anything to do with him. If the Beasts Pirates didn't take it, then a large number of pirates would have their eyes on it. He didn't have the extra energy to deal with it right now, so he simply recommended the place to someone else.
If Buggy managed to take it, Doflamingo would earn a bit of favor. If he couldn't, Doflamingo wouldn't lose anything either.
As some members of the Donquixote Family began to act, there were also others who saw the news in the newspaper.
