Perhaps that conflict would result in one of them working while the other would fail.
Perhaps that would result in some form of damage being dealt to the one that was unable to achieve its purpose, like being overloaded.
Perhaps the two would be unable to function properly and would both become overloaded and damaged in the process, whether it was the programmed hardware or her mental capabilities linked to her Quirk.
The soulless puppets never resisted her as she controlled them, so there had never been any conflicts like that.
Perhaps she was just overthinking things, but she imagined how those problems could arise and how her Quirk could best be put to use.
Her puppets could be in the form of toys, mannequins or even something far more complex and sturdy like those that she used for her alternative identities, like her current one.
