Circuses in the Mortal World are quite common. After all, for weak mortals, performances like fire breathing or water spitting, or even fierce beasts like lions and tigers, are rare sights that attract many onlookers.
However, these low-level performances are clearly not enough to surprise witches. Therefore, organizing a circus in the Witch World is challenging. While there are some, they are quite rare, and there certainly wasn't any in Night City before.
If possible, Miss Flame Demon Witch really wants to see it, as she was quite curious about these things during her childhood in the orphanage, counting as one of her childhood regrets.
