Although this certainly has something to do with the artificial intelligence "David" within the Cardinal, it's also clear that the technology of the angels from millennia ago is significantly different from the Cardinal technology Nali is currently using.
Fisher looked at the dazed Cardinal in front of him, thinking that there was some malfunction with Elizabeth's side, so he was temporarily unable to operate the Cardinal and decided to disregard its reaction. He simply embraced the dazed Cardinal and carried it back to the bedchamber, closing the window along the way.
No one knows if Elizabeth suddenly used the Cardinal to steal a moment of leisure during a meeting with those ministers discussing state affairs. For now, it's best to put back this seemingly malfunctioning Cardinal; he's not an expert in repairing such things. They can wait until Elizabeth returns to address it.
