If there were too few Balancers left in the city, then it would not be too long before it would begin falling apart unless it got outside support.
If outside support came in to help Starhaven City during its time of need, then the three of them would have to be even more careful about the kind of moves they would have to make.
Even if that did end up happening, it would only be a temporary measure to maintain it.
There would still be no other ways of recovering the city without the aid of others.
If more outside influences came in, then the city would end up falling further under the influence of the Balancer Association and such influences.
At least the present influences in Starhaven City were not as deeply loyal and devoted to the Balancer Association, which had less of a presence and hold over the city.
The present influences in the city were not nearly as dangerous as the outsiders that would be coming in at such a time.
