Even if they could contribute where other Watchers could not, they would still be viewed as being just as unhelpful as the Watchers who would only be able to see and exist within the supernatural world without possessing the ability to use their Life Energy as Balancers did.
If a Balancer did not fit within a certain requirement, then they themselves would be placed along with the Watchers.
There were ways to meet or overcome that requirement, but it was a dangerous and difficult path for anyone to take.
Even such a path would have limitations in what they could be able to achieve, as they would feel their limitations even more as they climbed higher and higher to meet new challenges.
Even if they had a powerful weapon and they devoted most of their life to mastering it while gaining a vast amount of experience using it, the level of power they could reach would still not be enough to overcome those limitations.
They would still be too slow to be able to land their hits.
