Some did it because they did care, but others just did it to appear charitable and caring to the public eye, so that it could boost interest toward them and give them a more positive image.
Just as there were people who did those types of things out of selflessness, there were others who had more selfish motives but still ended up doing some good for others.
Many worse examples could exist and could exist in various forms.

Some of those purposes could break the law in many ways.
