Those people would seek out new ways for them to benefit from their situation or to try to climb higher, even if it meant bending the rules and stepping on others.
There would be some who would rise that way in the hopes of one day being at the top, while others would choose to become independent of the system to build something of their own that they could have for themselves, so that they could play by their own rules rather than others.
Just as there were groups that were a part of the Eternal Balance Church, there were others that would appear in other places and take root there.
They would start very small, but if they were good enough at gathering a following, they could gradually grow further.
Some could even reach a stage where they could compete with existing religions in that area, while some others could gain control of those areas where they were primarily based, and there was less of an influence from the Eternal Balance Church.
