Not all Balancer groups were honourable and righteous when it came to their duties, and they had their own priorities to focus on.

If the people they owed a debt to died, then their debt would be void.
If they were promised something, then it would be useless if there was a possibility that the people who would be responsible for paying them back would already be dead.
If Cedric were dead, then he could not do what would be requested in exchange for coming over to deal with the problem.
If the organisation fell apart, then it would be difficult to pay back in other ways, especially if its financial situation was already not too good.
