If it grew any worse, then there would be many situations that would be far beyond their range of control, and there would be many other situations that they would miss or not be there in time to solve them until a lot of damage had already been done.
There would even be some other locations that would be lost as a result of them suffering much greater damage to the point that they would have been left abandoned by the Balancer Association, and those left there would have to deal with the problems themselves.
If it worsened even further, then it could result in the complete destruction of the area and the loss of the lives that remained there and were caught up in all of the chaos.
If the country had become similar to having each of the areas as bases or strategic points, then the main base would always be the main priority, and the smaller or less strategic points would be the first to be sacrificed or abandoned.
