There was no need to worry about those types of things since Cerberus did not sell those types of things and did not need a set territory to rule over.
If they did not have such things, then there was less of a reason for them to conflict with others who were more involved with those types of things.
There would be some rivalry with those who had a similar business to Cerberus and dealt with the same things, but that route was not built on territory wars and distributing illegal goods that would require heavy manpower to pull it off.
The manpower that would be needed to be gathered in the territory could be spread out, and a lot of the information about the members did not need to be known.
If it were like that, then it would be far more difficult to pin down an organisation like Cerberus.
Even if some members did get exposed and were targeted, they were just a very small part of the organisation.
