Xu had felt it.
The Spider indeed learned from the past. The man she captured had known only one other agent. That agent had known only the policeman and one other, and so on. Individual cells were commanded on the basis that for each step up, an agent would know only a maximum of three others.
One above, two below. The police officer had been at the very bottom of a chain that stretched higher and higher with every new capture. None of the ones Xu had caught were bonded through the Spider's strings.
It was quite secure, and thanks to the new government's efforts to electrify Aviye, access to phones meant that the agents could coordinate without ever having to see each other. Whatever inefficiencies were imposed by such a system were more than mitigated by its security. Xu's small team was in a constant balancing act of trying to balance moving up or down the chain.
