After all, as someone who had worked in the 'roots' and had been a normal person, Di Tou knew very well how hard it was to change people's minds. The people on top could talk pretty day in and day out, but even if they convinced everyone on the surface and passed a bill, how well that bill would actually be carried through was another matter altogether. On the other hand, even if it wasn't being talked about, having extra safety precautions available while working, more sick days guaranteed… that was the real solid stuff that mattered and made a difference.
