Skipping down the list, the Realm Fractures that Di Tou were looking at were marked with a sort of question mark. It wasn't that these Realm Fractures were already bursting, or were in a 'dangerous' state, but rather that there was an element of uncertainty to them. They were marked on the list, but at the very least no one in the Academy had gotten confirmation that these Realm Fractures existed, but they had gotten signs and had good reason to believe that there were Realm Fractures forming in these regions.
This could be determined based on observation of patterns, observation techniques that focused on changes in space, or something as simple as a report from nearby villages or towns that something strange was ongoing!
