The original Base No. 3 actually belonged to the responsibility of the Second Battle Zone because it was an 'abandoned' base without an actual command sequence or stationed unit.
But times have changed. If the Second Battle Zone doesn't act quickly enough, then the original Base No. 3 will legitimately have a command sequence and will immediately station military forces capable of counterbalancing the Imperial Transition Base within the Second Canyon. Additionally, it will also counterbalance Ji Xinghe's Second Battle Zone.
