Titan Bloodline actually has its own hierarchy.
The top tier is born at the moment when the World Tree Fruit falls to the ground. Such Titans are the least in number in the Pantheon but hold the highest status, known as Primordial Titans, mostly Main Divine Level with immense power, administering most of the authority.
The second tier consists of the second-generation Titans, bred between Titans. They inherit the Titan Bloodline of the Primordial Titans, possess high potential, and elites continue to emerge, including a large number of Main Divine Level Titans.
The third tier is rather chaotic, including mixed-blood Demigods and several generations of Titans. Though their bloodline power is formidable, their potential tends not to be so impressive, and top-tier powerhouses are exceedingly rare.
The God of Punishment belongs to a more obscure Divine Office among Titans; Titan God King·Uranos bred a group with ordinary backgrounds for dealing with his dark affairs.
