The Allied Forces indeed have a counterattack plan, named "Tropical Storm." The plan revolves around recapturing Hotwind Port, occupied by the Tang Empire, and is supposed to be executed jointly by the Elf troops and Dorne's troops.
However, this plan is somewhat poorly designed, with absurd elements from Dafang Town down to the details, causing many high-ranking officials in the Allied Forces to scoff at it.
In reality, no one holds any hope for this plan. Everyone feels this counterattack is no different from courting death, so during the preparation stage, the entire plan stalled.
Grassroots soldiers lack enthusiasm, middle-level cadres lack confidence, and senior commanders don't take the plan seriously at all.
According to the plan, by January, less than half of the troops supposed to gather towards Hotwind Port were in place, and those that were lacked ammunition to launch an offensive campaign.
