The Governor was a type of warrior profession... As long as it was Mana, whether from magical creatures, humans (without active restriction), or Elves, it could be absorbed into the body without discrimination and used as their own Mana.
This involved "borrowing," which meant asking the World Tree for this portion of Mana in the name of the "Mana owner (whether alive or dead)"... and then using it to release power.
The "repayment" of this portion of Mana would be delayed.
This led to a problem, although under normal circumstances, it was not something that needed to be considered at all—only creatures within the World Tree system could be utilized by the Governor.
But generally speaking, everyone was part of the World Tree system... Even gods were the same.
