Rudolf looked at Liue and others distributing knowledge to the populace, sighed, and said:
"Besides, are the people truly standing with the royalty?"
"Are they loyal to the emperor, or to that ideal empire in their hearts?"
"I think many are the latter. And those aliens, they do it much better than us."
Rudolf's concerns were justified.
