According to this distribution, the entire Milky Way would roughly be the domain of a B-level Civilization.
In reality, there are not just one but two.
The Mude System consists of eighteen B-level Civilizations, three A-level Civilizations, plus one unknown Pasture Master, occupying about thirteen star systems, basically in the vicinity of the Milky Way.
So, could the Pasture Master be someone who absorbs their entire civilization into their Consciousness World, achieving a model of "this body and civilization"?
