According to criminal law, an instigator is someone who, by means such as persuasion, enticement, instruction, urging, bribery, or threat, implants their criminal intent into someone who originally had no intention to commit a crime, causing the latter to commit the crime according to the instigator's intent. The person who instigates is, by that definition, an instigator. There's no such distinct crime as 'instigation.'
