When the Emperor of Harmony signed the armistice and the security agreement with the dark elves, the Waterweaver hadn't thought that the dark elves would actually keep their word. They were pacifists who didn't fight until attacked directly, which made the Emperor of Harmony think that they would come to their defense in times of need.
