Thud.
Phina dropped on the ground as she teleported. She was currently in a wasteland.
'Where am I? We didn't visit this arena before.' Phina thought to herself. 'I guess I have to start walking...this might take a time.'
Phina reorganized her Life Energy distribution to support her body for a long time with no food or water. Her current prowess could last her for at least a year. If she can't get to a food source within a year, she would starve to death.
'I better start walking.' Phina sighed as she walked.

Meanwhile in multiple different areas, a picture of Phina's face appeared in the sky over the towns. The system's voice sounded out for all to hear.
"Attention, all prisoners. A bounty is being issued. If you find and kill this woman, you will be granted three pardons. The time limit is dependent on the prey, Seraphina Ender."
Everyone looked up in shock. Every Orc, Elf, Human, Demibeast, Demon and Angel could not believe their own ears. The entire Killers' Arena was silent.

Some people in a Human-Elf-Angel town looked to their friends and started to whisper.
"Is the system serious?"
"Should be. There's no way the system would lie."
"But it's three pardons we are talking about!"
"Yeah, I think even the Monarchs will mobilize."
"That's highly likely. There is three Monarchs in each faction, after all."
"The Human-Elf-Angel faction is going to win this hunt."
"We shouldn't underestimate the Demibeast-Orc-Demon faction, I heard they gained another Law-rank Skill recently."
"In that case, it should be pretty even."
"Imagine if this Seraphina destroys the factions..."

"BAHAHAHA!"
"BAHAHAHA!"
"BAHAHAHA!"
Everyone burst into laughter as a Human said loudly. The Monarchs were the leaders of each race, they were the only Law-rank fighters in the Killers' Arena!!

Currently, in a pure white castle in a large city, nine people sat at a triangular table in a meeting room.
Three of them looked Human, yet the large feathered wings on their backs said otherwise. They were Angels. Three also looked Human, but were very obviously taller and thinner. Their large pointy ears indicated their Elven race. The rest of the nine were all Humans. Each trio had one adult man, one adult woman and a third young man or woman.
The Angel King, Ariul, looked to the rest of the room. "This is a great opportunity. There are three pardons available, one for each of our races. I'm guessing that the system did this for us to rush this Human woman named Seraphina Ender. I, personally, believe it's a trap. She must be a new and powerful General who has come here for survival training. Can I have your input on this Elf Monarch?"
Ariul looked to the eldest person in this room, the 322-year-old Elf Monarch, Legirin. He smiled to the rest, "I believe it is a trap, as well. Let the Orcs, Demibeasts and Demons throw their soldiers into an endless pit."
"I would like to go after her. If she is actually weak, letting the Demibeast-Orc-Demon faction get her easily would be catastrophic." the Human Monarch, Bowlen, voiced his opinion. He then turned to the female Angel, Rain. "The Elf Monarch says to wait. The Human Monarch says to attack. It's your call, Angel Monarch."
Rain looked to be in thought. Other than the Demibeast Monarch, she was the only female among the Monarchs, yet she was the most powerful among them. She sighed, "Let's go after her. If we really give our enemies an easy win, we'd be overwhelmed by beasts after they leave."
The young Angel woman, Ariel, turned to the rest of the table and nervously spoke. "I apologize for interrupting this important conversation, Monarchs. Could you please explain to us what exactly a pardon is?"
Rain almost died from embarrassment as almost everyone looked at her daughter with their jaws on the ground. Legirin, the old Elf Monarch, laughed. "Now, now, everyone. What's the point of allowing the young ones into our meetings if they can't ask questions?"
"It's basic knowledge, dad." the old 215-year-old Elf Queen, Ruairi, whispered to her father.
"A pardon is permission to take an entire race out of an arena." Viola, the Human Queen, smiled at the young Angel.
"What?!" the Human Successor, Noren, stood up abruptly. He also did not know what a pardon was. He had thought that a pardon was letting one person out, yet it was an entire race!! If an entire race left, the balance of the Arena would be obliterated. The rest of the remaining races would be overrun by beasts!!!
"At least we have one Successor who knew what a pardon is before today. Am I right, Alia?" Ruairi looked to her daughter with a smile. Alia's face turned red in response.
"Our races' future is looking bleak." Rain sighed.
"Not necessarily, Angel Monarch." Bowlen rested his chin on his hands. "If we obtain those pardons, none of our descendants will have to know what a pardon is, nor will they have to yearn for it anymore."
All the adults turned serious. It was their chance to liberate their races.

"Get our scouts to find her immediately!!" Karuk, the Orc Monarch, yelled as he slammed the table.
"No! I'm going personally!" Jennifer, the Demibeast Monarch, proposed. While she was not necessarily the strongest of the Monarchs, she was definitely the fastest.
"Both of you, calm down!!" Neo, the Demon Monarch, shouted loudly. "We can't go ourselves!! If the other Monarchs realize that one of us is missing, they will take the chance to wreck havoc to our cities!"
"I'll go." a Human man said. "They don't know that I ascended to Law-rank. I can pretend to be a powerful Apex-ranker, they won't realize a thing if I cover my body in fur."
"No!" Karuk protested. "You are our trump card!! We can't let you go! What if you die?!"
"I'll just be stuck here." the Human said coldly.
"Listen here. You have the potential to reach Lord-rank. His Eternal Majesty has offered prisoners in arenas a chance to reach Lord-rank before. We can hold off on using the pardons until you have become a Lord-ranker." Neo said.
"..." the man was silent. "I'll rush there."
"Is your head up your ass, kid?!" Jennifer almost jumped at the black haired man, yet Neo stopped her.
He looked at the Human coldly. "Why do you want to go so badly?"
The Human gave them a sinister smile. "I am interested in this 'Ender' girl."
