Those in the highest tier have the greatest potential and can go further in the future.
Even though those in the C tier won't get too poor resources, the gap with the SS tier is huge. The highest SS tier can acquire resources from all lower tiers.
The most direct example is combat skills. C tier unlocks C-tier combat skills; B-tier can unlock more, and at SS tier, basically all combat skills can be unlocked, except for some top-tier core combat skills of the Mystic God Temple.
