Amon arrived near Orion Village several days before the gathering, but he didn't enter immediately. Even if it was only a village, it also had a barrier dome protecting it. Everyone must go through a checkpoint. It was the same as when one visited a city or a town. Amon waited in the sky above. With his Eagle Eye art, he could identify the one traveling toward the village.
Amon watched several people entering the village at different times. They all came either alone, riding a tamed beast, or riding an open wagon pulled by beasts of burden. Unlike the caravans owned by caravan masters, all the travelling wagons had open roofs.
This was the Holy Temple's rule. They didn't want civilians moving around places hiding inside an enclosed compartment. They wanted to identify any travelers at a glance in case they passed each other. Amon was now utilizing this rule to his advantage.
