They called it the oath of office for three reasons.

These matters might include things that must be done confidentially– secretly going to the Laker, to the Kaksha, and such places to carry out the missions. The student council actually originated pretty late.
When the academy was established, there was no need for a student body that could act on behalf of the headmasters.
The headmasters back then used to be absolute beings. They were people that the entire world would listen to.
The positions that they held were literally backed by the divinities. There were few people in the world who could even speak before them.
