Yes, that was the problem.
Catching them wouldn't be difficult, especially with the amount of power they held. All they would need to do would be to mobilize their forces and send out an order.
All the World Leaders in their faction would then run wide-range memory scans in their respective worlds, and even a single discrepancy, a missing memory, a false memory that did not make sense, or contact with someone suspicious in any being's mind, would be enough to catch them.
