If we reason backwards from the aspect of 'cannot interfere forcefully.'
The second 'issue' of the entire plan can also be explained.
That is, since He Ao has already reached this sea area, why does the person behind the scenes still need to 'push' He Ao to pass through the connecting channel and return to the Main World?
This Historical World might have been found by the behind-the-scenes Divine Being, trying to find a way to converge it with the Main World, in order to locate the Main World.
In other words, He can definitely find this world, and this sea area is the core region of the entire plan, where His power should be the greatest.
If He Ao were the Divine Being behind the scenes, he wouldn't care about so much, he'd just use his ability to strongly control the target, and it would be over.
Guidance and coercion are methods used when the power gap isn't that big or when power is limited.
We're already at the lair, why talk about so many methods?
