Remy, upon learning about the wondrous uses of the Midnight Inn's golden keys, wanted to use the Midnight Inn as a meeting location to discuss matters with members of his secret intelligence organisation. Communication across galaxies was too slow and difficult, but with the Midnight Inn it became a simple matter of congregating at the same time.
Back then, he was someone who seemed to know the inner workings of the Jotun Empire, which was a huge breach of security. When Lex was weak, it seemed unbelievable and monumental. Later on, he couldn't be bothered by it because the Jotun Empire was far from the strongest empire he had been facing.
