"One shot for one Base City? How is that possible?"
Every Base City has dozens of Level Seven Life Forms and at least thousands of Level Six Life Forms. So far, they haven't developed any thermal weapons capable of effectively harming Level Seven Life Forms.
Not only that, the defense systems of those Base Cities can't be underestimated, can they?
They can fully withstand bombardments by Level Seven Peak Life Forms for several hours. If it really takes one strike to destroy the entire defense system of a Base City, the momentary power must at least reach the full force equivalent to a Level Eight Elementary Life Form's strike.
But even if the defense system is breached, the attack's power would be largely diminished, making it challenging to destroy structures inside the Base City, let alone inflict effective damage on the enemies guarding the city within.
