Chapter 12: All Eyes On Shiro

— Vaira Singhania (Domina) —

"You are sure that it is not our technology?" Vaira asked, frowning deeply as Field Agent Symmetra went over the data packet again.

Satya, for once in your life, just lie and say it is. Satya was a genius architect and agent, truly, but her social skills and ability to read the room was downright non-existent.

"Mr Eis' construction technology and drones show no sign of having any Vishkar technology incorporated in their design," Satya repeated bluntly. Vaira's smile didn't fade, despite her mental curse. "While his technology is incredibly advanced, it has none of the hallmarks of our Hardlight construction. It is merely… an efficient use of drones. The construction method itself is not so advanced, but it appears so due to his incredible efficiency."

"Thank you, dear. That will be all," Vaira said, getting a nod from the other woman who turned and left without so much as a goodbye. The moment the door was closed, she let out a curse and brought her hand down on her desk. All she'd needed was for Symmetra to say that there were some similarities but Symmetra's report was already available for the entire board, and would be leaked soon enough no doubt.

Symmetra had just shot any legal method she had of dealing with Eis in the foot, fucking over the entire Vishkar Corporation because she somehow managed to get this far in life and business without understanding that sometimes, lying was the best option.

"I have never seen someone so upset to have not been robbed," her silent guest finally spoke up, looking amused. She gave Marzia a roll of her eyes, wondering again if allying with 'Vendetta' was worth the trouble.

The girl had power and ambition, true, but she lacked vision.

"Marzia, dearest, do stop and think about things for once," Vaira said bluntly, watching as Marzia scowled for a moment. "For someone with such grand ambitions, you seem to struggle with looking at the big picture, darling."

"Oh?" Marzia asked, his tone clipped and her posture defensive. There was the She-Wolf of Vacuo, ready to pounce.

"Think about it, darling… Vishkar has dipped our toes into just about every industry, because only a fool relies only on a single source of income," Vaira said, her mind going to Jacques Schnee. One day, perhaps not soon, someone was going to invent a new energy source besides Dust, and the SDC was going to collapse like a house of cards. "But our main source of income, and influence, comes from our hardlight construction. Remnant is a dangerous world, and rebuilding efforts are always needed. Need I remind you that your plan relies on Vacuo accepting the contract with Vishkar for their new city?"

Marzia paused, and Vaira could finally see the brain cells rattling around.

"Now, allow me to explain the problem. Vacuo, and General Swain specifically, hates Atlas and General Ironwood. They are in negotiations with Vishkar because they need our services, but Vishkar is based in Atlas and if he had any other options, he'd take them over us," Vaira continued plainly. "Now, not only has an alternative appeared, Eis' drones are more efficient than our Hardlight Construction. Satya might have claimed it was less technologically advanced, but do you know whatever else that translates to? Cheaper. Hardlight construction requires an immense amount of Dust, and while our methods are faster than Eis' construction drones, his are laughably cheaper to make and run. Which means Swain won't need to make a deal with the SDC, another Atlas corporation. That's not even mentioning our Mistral clients, who would swap sides just for the cheaper receipt."

Hardlight Construction could make an entire district in a matter of hours, whereas Shiro Eis had done it in a week. Sure, they were undeniably faster but that didn't change the numbers. Shiro Eis didn't have their resources or connections and he'd still managed to build his Little Menagerie with duct-tape, scrap metal and a dream.

It would have cost Vishkar millions of Lien in dust costs to do the same. Millions of Lien that an orphan who spent most of his life playing courier certainly didn't have.

If given the choice between having Atlas do it for him in a day, or having Eis build Swain's project in a month for a fraction of the cost and no Atlas connection for Ironwood to exploit, he'd pick Eis every time.

Marzia froze, the seriousness of the situation finally hitting her. She was an intelligent girl, but her mind was consumed with vengeance and the 'minor details' slipped her mind as she worked on her grand plan.

"Should I take care of him, then?" Marzia asked, her meaning clear. 'Should I just kill him'.

"Again, big picture, darling," Vaira scolded. "Atlas is already investigating him to make sure we're not looking at a second Omnic Crisis with his drones, and he's got friends on the Vale Council. Need I remind you that your grand plan relies on your enemies not knowing who you are until it's too late?"

Marzia scowled again, because for all her scheming, she did enjoy solving her problems with her oversized sword.

"And far more importantly," Vaira said, tapping away at her keyboard as the screen on her wall came online, showing a picture of Shiro Eis sitting beside a caramel skinned girl with a purple streak in her hair. "Meet Olivia Colomar, or Sombra as she prefers. Talon's favourite hacker."

Marzia's scowl increased tenfold at the forbidden word, eyes flashing with anger.

"Schnee has been investigating Eis, and I had his homework stolen. Olivia grew up at the same orphanage, with Shiro being one of the only people she actually cares about. Even if you manage to kill him without anyone noticing, she's going to look into matters and that is one spotlight you can't afford," Vaira pointed out. "Oh, and Qrow Branwen is probably his father. See the issue? If anything happens to Eis, there'll be a dozen different investigations into it, and every single one could ruin you."

"He's working with Talon?" Marzia asked, posture screaming a desire to commit violence. She wasn't anywhere near ready to go through with her plan, and she knew it. If Talon or the remnants of Overwatch learnt what she was doing, her scheme was going to be a stillbirth, dead before it could take its first step.

"Possibly. I don't think he knows about Talon, but Sombra seems to have hired him for help on a mission she's been given," Vaira explained. "This needs a gentle touch, and an unfortunately entirely legal one. I had hoped Satya would give me something to crush Eis' burgeoning corporation in lawsuits, but that isn't an option anymore."

"Because lying in court is so impossible for you," Marzia snarked.

"Lying in court when it'll be public knowledge that I had my best agent and expert on our technology confirm that Eis' tech wasn't based on ours," Vaira corrected. "Satya sent her report to every board member, and I'd be shocked if one hasn't already leaked it. I don't need to give Ironwood a reason to crack the whip on us, and Vishkar is already dealing with enough controversies as it is. No, this needs to be handled with silk gloves, no iron fists."

"And you think you can manage that?" Marzia challenged, getting a roll of Vaira's eyes. Yes, she enjoyed weaponising the law against her rivals, but did Marzia think legal corruption was her only tool? She hadn't become the vice president by exclusively breaking the rules. She was the lead negotiator for Vishkar for a reason.

She lacked the 'genius' of someone like Symmetra, but her talents lay in business and corporate politics. She didn't have the talents to become a Vishkar Architect, so she'd found her own path to the top and now those oh-so-talented architects like Symmetra obeyed her.

"Of course, darling. Now, what is your opinion on clubbing?" Vaira asked, looking over the data on Eis with a smirk.

"…what?" Marzia asked with a blink.

"It's a simple question, dear. Eis is having the grand opening of his night club tonight, and I do believe I could use a chance to let my hair down. Put on something sexy, darling, and leave the sword at home," Vaira said with a smile. Marzia was her bodyguard, on paper, and it'd look strange if she went out without the muscular woman by her side.

She was, at her core, a negotiator and if she couldn't bring Eis down with the law, she'd have to handle this herself. Eis was an ambitious young man, but she didn't buy his Pro-Faunus work for a moment.

He'd seen an opening and decided to exploit the ever-loving shit out of it to get fame, wealth and political power.

Truly a man after her own heart.

— Shiro Eis —

With the grand opening merely hours away, life is busy.

The funny thing is that I have since diversified my investments enough that my future is not tied to the success of Lux, but this is also my first big step into the entertainment business and if it succeeds, I can muscle out other lesser clubs and then do it all over again in the other cities.

Not to mention, I spent a lot of time, effort and Lien in acquiring the talent for the show. I hate wasted effort. And my rise has been meteoric, which attracts investors and other ambitious people who hope to benefit from my success. A failed venture would deter potential investors and allies.

So yes, a setback here wouldn't be the end of the world, but it would be a speed bump that slowed me down considerably and it'd take time, effort and resources to get back to the speeds I'm moving at.

I've arranged several popular musical groups, covering various interest groups, the attendance of a few celebrities both local and otherwise, the media campaign has been flawless.

"Have you seen the queue? We don't even open for another four hours," Miltia boasts, beaming. The twins were wasted at Juniors' because the queue outside Lux is already more guests than Junior's club would get in a week.

"It's impressive, for certain. Make sure the VIPs don't end up in the queue," I say, getting a nod from her.

"Melanie is handling the VIP guests, and they're all coming through the VIP parking space," Miltia agrees. "So don't distract her. Do you think I haven't noticed you two sneaking off to fuck every hour?"

"Hey, this is stressful work. I'm just being a good boyfriend and helping relieve her tension," I say shamelessly.

"Uhuh. I just hope none of the VIPs catch on to her limp. Horndogs," Miltia laughs with a roll of her eyes. "Just keep it in your pants now that the VIPs are due to arrive. We can't keep some of these rich bastards waiting without them throwing bitchfits."

"I've got an interview with Lisa Lavender scheduled anyway, so I'll be away for a couple of hours. Are all the deliveries still going smoothly? No 'accidents'?" I ask.

"Looks like the increased security has deterred whoever was causing a mess. Plus, we ordered everything we needed twice just in case. Some of the stuff we ordered from Mistral didn't make it, but we ordered extra from Vacuo and that arrived. We're overstocked," Miltia agrees with a scowl. "Mom ordered her men to ensure that the most important stuff made it to us."

Lil Miss is a good ally to have, even if this means I'm going to owe her one down the line. I know Spider and this Syndicate are fighting for control in Mistral, but I can't confirm if the Syndicate is responsible for my recent troubles either. Stuff keeps going missing in transit, so I've had to prioritise my delivery drones to lessen the attacks on my transports.

Unfortunately, while I have permits to use them in Vale, getting permits to use them across Kingdom borders is a bitch and a half. Atlas is delaying them, and pressuring Mistral and Vacuo to do the same.

I know what they're doing. It's to try and force my cooperation when they finally stop sniffing around and just confront me and demand I let them study my technology under the guise of 'preventing a second Omnic crisis'. Realistically, I suspect they're planning to just steal my designs for themselves.

It won't work. My technology is blackboxed, but it won't stop them from trying all the same. Specialist Ferros triggered the alarms at my main drone factory last night. She was gone long before my security could arrive, but my hidden cameras picked up enough to prove it was her. I've shared my findings with Councilwoman Kiramman and she was utterly aghast at the gall of Atlas to have their specialist try to infiltrate a Vale business without so much as a by-your-leave.

Unfortunately, General Ironwood is close with Professor Ozpin who has a lot of influence in Vale. It doesn't mean specialists have free reign to do as they please in Vale… on paper, but in reality? Actually punishing them for overreach is going to be near-impossible with the Omnic Crisis (that they caused) still on people's minds.

Still, Cassandra has friends in Atlas and on the Atlesian Council who can make life difficult for Ironwood. Two can play at this game.

I won't be bullied by some dickhead general with an iron stick up his ass. I can't really stop him from sending specialists, but I can at least make it extremely inconvenient for them to act covertly until he has no choice but to come out of the shadows.

Speaking of people trying to act in the shadows, my scroll vibrates with an alert about someone else trying to be sneaky in my territory. Snorting to myself, I send a quick message and forget it.

Barely worth my time.

— Ilia Amitola —

She timed her arrival to 'Little Menagerie' to coincide with the grand opening that they'd heard about even in Menagerie. Mostly because it meant that her target would be too busy to be looking for her, and it would give her more time before she was potentially exposed.

The first thing she noticed was that the entire district was walled off, with checkpoints to enter it. Despite the security, she got in easily because she'd just arrived with some other hopeful Faunus from Menagerie and was barely given a second glance as she was put through the system and within an hour of arriving, assigned an apartment in one of the clean and admittedly nice housing complexes.

It was the 'waiting zone' apparently, where newcomers would be housed until they were placed somewhere more appropriate. She was put in a two bedroom apartment that had twin beds in each bedroom, allowing four female Faunus to live as roommates while they waited to be placed somewhere nicer.

Even still, it was more spacious than her actual apartment back home.

It would take time for her 'immigration' to be made official, since Vale bureaucracy was both slow and the woman who had put her through the system explained that Vale required a background check on new arrivals before they could be made into legitimate citizens.

She wasn't worried, despite her White Fang affiliations. She was very much a covert operative and had no record. Instead, she was reluctantly impressed with the sheer efficiency of the operation here, because she had already been given a temporary citizenship while awaiting the results of her background check.

The shiny card, marked with a small blue snowflake emblem that was apparently the logo of Eis' business empire, gave her access to just about everywhere in Little Menagerie, beyond other people's housing. It gave her access to all the public services as well, used for the free transport, food banks, and everything else. In fact, it was needed to do just about anything in this place.

She didn't miss that it also meant that every Faunus who had one was being tracked with everything they did. Any time she swiped it, which she'd already done three dozen times, it was no doubt being logged and recorded. That wasn't even mentioning the cameras everywhere.

She'd asked around, curious what the locals thought, but most were happy to see such security. They'd explained that there had already been attempts by anti-Faunus gangs and groups to cause trouble, and that the increased security was a response to that. To them, it was worth it because they weren't doing anything wrong.

Why fear being on camera anywhere they went when they were committing no crimes, if it also meant that people coming to cause trouble or commit crimes in their paradise were dealt with in an instant?

They didn't see it as a cage. They saw it as a gated community, normally reserved for rich humans. The cards meant that outsiders couldn't come and cause trouble for them. They had everything they could possibly need right here, with no reason to ever leave.

Eis even had a suggestions section on the app she'd had to install on her scroll, where residents could make requests for things that were needed or simply wanted.

Apparently, the most requested at one point had been a gym and Eis had one built by the end of the week. It was large, full of professional equipment and immediately filled with employees who either had athletic training or were put through a course on it to become personal trainers.

He had an entire facility just for training workers to fill whatever role he needed filling. Apparently it was currently training up teachers for the school that he was building.

She didn't buy it. Nobody did all of this out of the goodness of their heart. Certainly not a human.

And yet, she could see why so many Faunus were rushing to Vale in the hopes of finding a home where they could just… be. The people here were doing better for themselves than the Faunus of the Menagerie, and she… kinda hated it.

This (not so) little slice of Vale was everything Menagerie was supposed to have been. A place where Faunus could live, safely and comfortably, without any discrimination. Free to live without shame.

Only, Menagerie wasn't that, was it? Because the other Kingdoms had all but ignored them and left them to deal with the dangers of being a tiny, independent 'kingdom' with no aid. Any trade with the other kingdoms led to Menagerie being charged double what a human kingdom would pay. The SDC was the biggest offender when it came to abusing their Faunus workforce and still the Chieftain had to go to them on bended knee and pay whatever price Jacques Schnee wanted for the dust they needed to live.

It was a common 'joke' that every time it came time to bill Menagerie for their Dust, Jacques just smashed his hand down on the number pad a few times and sent them whatever came out, knowing they couldn't say no.

Menagerie was a tight-knit community, because they had to look out for each other because nobody else would. But Menagerie didn't have maternity leave, unemployment and disability benefits, because they couldn't afford to have people not working, not pulling their weight.

Meanwhile, a slice of Vale that had been set up a month ago already had a pension system, benefits for couples having their first child, unemployment benefits, fucking free eye tests. The list of benefits that you got as a resident of Little Menagerie made the real Menagerie seem like a city of paupers.

How could it feel like anything but a bad joke?

She had better healthcare simply by showing up and sitting through a short meeting with a very polite fox Faunus than she'd had in her entire life.

What the fuck was she supposed to send back to the High Leader?

'Yeah, this place is just better than our home in every way. Sorry, this random human has done more for Faunus in a month than the White Fang has achieved since the end of the war.'

She'd get one foot of the ship back home before the more fanatic followers lynched her. And that was if she wasn't sure that something was wrong with this place.

There had to be. The saying 'too good to be true' existed for a reason.

Sitting in the nice, clean park, she looked around as some kids played around. If all this could be done so easily, why hadn't the kingdoms bothered to help Menagerie set it up?

If they had, the White Fang probably wouldn't even exist.

Could this be replicated back home? Could the Faunus of Menagerie look so happy and safe? Ugh, that wasn't her mission. She just didn't even know where to start because if she even hinted that Eis had ulterior motives, she had a suspicion she'd have to flee to stop the locals from burning her at the stake.

When a human was providing all this for them, having some White Fang extremist show up and start screaming 'no, human bad' wasn't exactly going to be convincing, was it?

She needed to find Blake. Her mission was to investigate Blake and the district, and while the original goal was to only expose herself if Blake caught her, her best bet was to get the information from the source. It would let her test Blake's loyalty to the cause while getting a look behind the scenes of-

As someone sat beside her, Ilia was knocked out of her musing. Turning to see who it was, she froze at the sight of Blake, looking both annoyed and amused to see Ilia.

"B-blake," Ilia stuttered, old emotions raging inside her as Blake gave her a nod.

"Shiro guessed the High Leader would send someone to investigate. I figured she'd use the Vale branch, but he said that would be too obvious, and that Rengar was too… forward for this kind of work," Blake snorted. "I really wish the world would stop proving him right about everything. He's going to be insufferable."

"Did you tell him I'm here?" Ilia asked accusingly.

"No. I was napping back home, I work nights and I'm providing some subtle security for Lux tonight. He sent me a message. You might think you're sneaky, but assuming that nobody knows you're connected to the White Fang is a mistake. You aren't wanted, but Shiro has underworld connections that know you're White Fang," Blake explained, showing her a message.

'White Fang Infiltrator. Told you so.'

The picture had an attachment of her, before she'd even gone through the entry interview.

"You got caught on his cameras, and his VI identified you before you even stepped inside the district," Blake explained. "Are you here to cause trouble?"

"No. High Leader Khan wanted to ensure that this place wasn't a trap," Ilia admitted. "Faunus from all over the world are coming here, and it's causing some alarms back home."

"Figured as much," Blake snorted. "Lemme guess, you're hoping I'll tell you that this is all a front for some terrible crime?"

"I wouldn't put it like that. I'm not hoping that the Faunus here are secretly suffering," Ilia defended.

"Don't worry, I've felt the exact same thing. If this is so easy for Shiro, why is Menagerie still suffering?" Blake asked, verbalising the questions Ilia had been asking herself. "If it makes you feel better, the humans in Vale don't have half the benefits that Little Menagerie offers. He's got some rich councilwoman copying his homework and spreading what is working here to the rest of Vale."

Huh. So the Faunus here had it better than the humans? Maybe all the security was necessary in that case, because she could only imagine how much that pissed off the humans of Vale.

"And Shiro isn't just using them?" Ilia asked doubtfully. To her surprise, Blake laughed darkly.

"Shiro is using everyone. Don't get me wrong, Shiro is an asshole, and an incredibly ambitious one. He's got his eye on the Council seat and realised that the Faunus votes were basically free for the taking for anyone who helped them out. I'm half convinced that's why he's encouraging so many Faunus to become legal residents of Vale, to pad his votes. He's planning the same for the Omnic votes, and now he's working on the human ones with Councilwoman Kiramman," Blake explained. "He doesn't do anything out of the goodness of his heart. He does it because it benefits him just as much, or more, than it benefits all the people he's helping. That said, all this? This is real. No secret scheme or master plan to pull the rug out from under them when they get comfortable."

"And you aren't worried about that?" Ilia asked, getting a sigh.

"Ilia, why do you think I'm still here? Shiro is a sociopathic perfectionist. Yes, he's helping our people but only because it benefits him," Blake admitted. "I'm staying by his side so I can watch him if he starts to slip. Because he sees people as assets and tools, rather than living, breathing people, and he needs people around him to remind him that they aren't pieces to move around his board or currency to spend."

Ilia paused, because maybe it was unfair but… hadn't Blake said the same about Adam once? 'He needs someone to keep him from slipping'. How had that gone for her, again?

Perhaps she was still bitter that Blake's affections had gone to someone like Adam rather than her, but at least Blake wasn't sleeping with Shiro.

…was she?

Oh for fuck sake, Blake was absolutely sleeping with him, wasn't she?

"Look, Shiro's given you free reign to look around as much as you want. I know the High Leader is worried, and she's right to be, but this is all above board. Shiro plays the Vale legal system like a fiddle," Blake snorted fondly. Oh yeah, she was fucking him. Gods damn it, why was Blake like this? "Send your reports, Shiro won't interfere with your investigations, but I have work tonight and I need some sleep… actually, why don't you come to Lux with me tonight? I'm there as covert security, as a clubgoer. There's some worries about the anti-Faunus assholes Shiro has been pissing off trying to cause trouble since Lux doesn't discriminate. If nothing happens, we can catch up over some drinks, yeah?"

Ilia liked to think she was over Blake.

Ilia was also full of shit as she blushed at the idea of going clubbing with Blake, even if the word 'date' was never used.

— Yang Xiao Long —

"I don't know… it's not really my thing," Ruby whined as Yang rolled her eyes.

"Yeah, I know, but you want to meet Shiro again, right? Especially now that you know he's part of the family," Yang encouraged. "I know you don't like clubs, but look at the act list. K/DA, HUNTR/X, HEARTSTEEL, Saja Boys, Hex Girls? This is like… a once in a lifetime opportunity!"

Ruby's resolve wavered, because she was a massive HUNTR/X fangirl, and Shiro had sent them VIP backstages passes.

"Do you think he wants to see me?" Ruby asked, her social issues popping up again. "I mean, I message him sometimes but what if I'm just bothering him? Look at all the stuff he's built, I must have sounded so stupid trying to give him advice…"

"Okay, yeah, Shiro is stupidly talented but he even told me that you helped with his combat drone. He didn't give you that pet of yours out of pity," Yang reassured her, looking at the drone that Ruby was never more than a few feet from. "He wouldn't have given you a VIP pass if he didn't want to meet you. You know how much these things are selling for online?"

"Oh no… do I have to pay him back?!" Ruby squeaked, as if her allowance could pay for the super-exclusive passes. She'd seen one going for nearly seven figures online, and she had two of them in her hands.

When she'd jokingly asked Shiro if he could get her a backstage pass, she hadn't been serious and she had no idea how much they were worth. The fact that Shiro just lazily agreed was genuinely baffling to her.

Her cousin was fucking loaded, apparently. Or, she guessed they cost him nothing since it was his club? But it also meant it was two tickets he couldn't sell so maybe it had cost him?

This was already confusing her. The fact that Shiro was managing an entire district and nightclub when he was only a couple of years older than her was baffling to her.

She was barely fit to manage her own sleeping schedule.

"No, Rubes, you don't, but it'd be rude to not show up when he's invited you, right?" Yang asked shamelessly, well aware that she was cornering Ruby.

"I- okay… but I don't have anything to wear…" Ruby tried, her last gasp at avoiding a night of extroverted things.

"Way ahead of you, sis," Yang beamed, pulling out a red dress as Ruby's eyes widened and her breathing picked up.

Oh, she was hyperventilating.

Whoops.

— Pyrrha Nikos —

Getting dressed, she paused as she looked at herself in the mirror. Ugh, this dress was… not her style. She knew her armour wasn't exactly concealing but it was practical, this was just revealing for the sake of being revealing.

She really had to be more careful over what she agreed to, but her manager had got her while she was preparing for a big fight and she'd just agreed without really listening. It was her own fault, she knew it, but by the time she had realised her mistake it was too late and her manager had agreed to the offer.

It wasn't even anything new. Businesses paid for celebrities to use their product or attend their venues all the time. She might not like her fame but it was just a part of the game. She still had her face plastered on Pumpkin Pete cereal boxes. Ugh, another one she shouldn't have agreed to.

She didn't even like the taste. Way too sugary.

The funny part was that the same person she was preparing to fight was also attending the same opening. Hana thrived in the fame while Pyrrha saw it as an unfortunate side effect of her time in the arena.

The knowledge that both the Invincible Girl and D.Va were attending the grand opening had certainly caused the desired stir in the colosseum fans. Mistral's finest fighters off to relax at Lux.

…was it too late to get a new dress? The cleavage on this one was just… ugh, one hour to go. Yeah, it was too late.

She was going to have words with her manager about this when she got home.

But for now, she just had to smile, have a few (non-alcoholic) drinks, dance a bit and listen to the music then get out of there.

Maybe she could just hang out with Hana? They got along well enough despite their recent championship match.

Author's Note: Domina really is perfect for Shiro. I don't even play Overwatch anymore but she fits so well.

Meanwhile, Vendetta girl bossed so hard that she managed to lose pretty much everyone important in Talon in a single day. She managed to keep Sigma (who is mad and barely knows where he is half the time), Mauga (a giant psychopath) and Moira (Lil Miss Warcrimes) while everyone else ditched the second she took over. When the literally emotionless assassin goes 'uh no thanks' something has gone very wrong in your life.

Also, no way Doomfist is actually dead lmao. Bro got Mace Windu'd and they aren't going to kill Overwatch's Big Bad off screen.
