If the Miniature Underworld were to be upgraded to an Immortal Country, it would be higher than the Eight Desolates World, and it would be appropriate for it to transform into the Netherworld Government!
However, as the Eight Desolates World served as the origin of the Heaven Realm, there were countless eyes watching in secret. The situation in the Miniature Underworld was acceptable, but if Mr. Sun were to monopolize the most important Netherworld Government from among the Six Paths of Reincarnation Authorities... then, those powerful beings would likely intervene.
