They are ignorant mortals who don't know that they are still in danger by staying around Reinfield. But that is about to change.
Now that she has come to fight and kill that great power, it is foreseeable that these mortals will get to find out that the source of Reinfield's calamity is still nearby.
They will become enlightened, but this knowledge will be their doom because once the angel of killing appears, death will follow.
She can prevent this from happening by telling these people to leave now so that they won't be caught by the repercussions of their fight. But doing so will also give the angel of killing a heads-up, which can make her mission more difficult and dangerous.
So she has two options. She can either prioritize the safety of these mortals over that of her mission and her life. Or she can prioritize her safety and mission over the lives of these people.
The decision wasn't difficult for her to pick. She chose to prioritize the safety of these people.
