At home, Victor was in his office, and despite maintaining a presence here, he still kept his form active in the Upper Sectors. He had to remain out there to threaten anyone who dared to appear in his territory. With the shift from the Middle Sector to the Upper Sector, he realized he had gotten many things wrong in his development plans.
First, his territories were too scattered compared to other factions, whose power bases were close to one another, or even within the same galaxy. His Empire was split across several smaller galaxies, which made it hard to defend.
Second, he saw that the four great factions had a main galaxy that was their 'body' or 'domain'. An example of this was Vharzath, whose domain was saturated with his own power, and that place was his entire body.
