Although a 6% trigger chance might seem decent under normal circumstances, the problem now is that Double Strike can only be triggered after an extra attack, so the true chance of Double Strike actually triggering is less than 1%, merely 7.2‰.
Such a trigger probability, although significantly improved from the previous one double strike every 250 attacks, has only improved to the point where it's about one double strike every 150 attacks, which is still a far cry from being sufficiently reliable in combat. There's still a lot of effort needed, yes, effort to increase the Talent Level.
