The surveillance system of the sanatorium is not very tight.
This is naturally determined by the nature of the sanatorium. The "Cloud-top Sanatorium" operated by Superman Enterprise at the top of a skyscraper is mostly for vacationing employees. It's part of the company's benefits. Most of the holidaymakers here are relatively young company employees—which means there are hardly any Homo sapiens, no elderly, weak, disabled, or other difficult groups, and no need for "help in case residents have emergencies."
Conversely, a small number of senior employees will choose the hot spring sanatorium built by Superman Enterprise near Mount Fuji in Japan. There are almost no Benchmark Men there, only genuinely senior employees. Benchmark Men wouldn't vacation there either—the water temperature of the hot springs there is cold water to a Benchmark Man.
