It's said that even in the past without Inner Strength, many could notice signals unconsciously released by others. These signals would convey various information through expressions and body movements. Some studies suggest that this mode of communication is much older than language. Though not like language, not forming the foundation of the biological miracle that is 'thought', the power of evolution has engraved it into the base instincts of everyone.
If one person feels that another is 'intimidating without anger', it's partly because he can imagine scenarios where the other person retaliates against him—whether through force or power. On the other hand, humans can convey information like emotions to another individual through various nonverbal elements.
This is not just through eyebrows, eyes, mouth, tone, or gestures, but a 'nonverbal message' conveyed by the whole body. The so-called 'poor acting' may very well be because the 'nonverbal message' doesn't match the scenario.
