"Does that mean the system will not do anything even if someone commits a crime?" Yuan asked.
Officer Mei nodded.
"The only time the system issues punishment on its own is when a user violates one of its rules, such as breaking a contract. Other than that, it's up to the real justice system to punish the criminals."
"What's the crime rate like in this world?" Yuan then inquired.
"In the Minor Sectors? We get hundreds of cases every day."
"That's a lot."
"Not really. Since it accounts for all ninety-nine Minor Sectors, only a few cases occur in each Sector every day. In fact, most crimes take place between Sectors 70 and 99," Officer Mei explained.
"I have been wondering about this for a while now, but what is the difference between the Sectors?" Yuan asked. "I thought they were simply names for different areas, but from the way you describe them, there seems to be something more significant."
