Compared to its massive territory, the administrative division of Glorious Empire is rather crude. The nation is divided into nine major administrative districts, under which are states, counties, towns, and villages, as if the entire country is placed into a nine-grid box, with every unit included in one of the administrative districts, akin to child's play.
It's more fitting to call them war zones than administrative districts.
