The foundation of any Fourth-level Civilization is much deeper than that of New Human Civilization, and that is a fact. Foundation is something that can only be accumulated slowly through technological development and long-term effort; it's not something that can be improved just because you want it to.
When this War Star pressured in, it directly tipped the balance of power.
Even the usual guerrilla warfare became impossible, because with the Planet Fortress's ultra-high resistance to strikes, a Guardian-class Spaceship could try to sneak in and launch high-explosive missiles, but it would likely take hundreds or thousands of them just to scratch the surface.
This news left everyone so worried they couldn't sleep. The situation was already one of more losses than wins, and now with the addition of a War Star, if a real battle broke out, the chances of victory were exceedingly slim...
