Giovanni repeated the question when he noticed how Alex was still a bit shocked by his statements. "So, what kind of support do you expect from Team Rocket?"
Alex heard the question and he answered without much indecisiveness, "Monetary support and logistical support would be most needed. I want to recruit members in the region and only take my three subs with me so I don't need to recruit Team Rocket members."
Giovanni gave a small smile when he heard that as if he had already expected this answer from Alex.
He agrees without much commentary, "I agree. This is by far the safest course of action and an acceptable choice. Although we need to go into a bit more detail so that in the end we both understand exactly what kind of support Team Rocket can be offering you."
Alex and Giovanni talked for 30 minutes before the two agreed on what kind of and how much support Team Rocket would give Alex in Hoenn.
At the end of the discussion, Alex was relatively happy with the outcome and with the support Giovanni offered him.
In terms of logistic support, Team Rocket will not give him any kind of supplies or food but important information, such as how to build a base, and how to optimally operate a base. and almost full access to Team Rocket's information database.
Alex doesn't underestimate how helpful this information and experience is in building a criminal organization or an organization in itself.
It was just as important to him as monetary support and almost more important.
In terms of monetary support, Team Rocket will give him 300 million Pokedollars per year for the first 3 years without expecting Alex to repay them. But for the 4th and 5th years, the amount will not only depend on how much progress Alex's organization has made in those first 3 years but also has to be paid back by Alex within 5 years.
As for the detailed (when, how much, ...) support after the first 3 years that Team Rocket will give him: Alex and Giovanni have both agreed to discuss it later on and not to talk now about it.
300 million a year was a very large sum and enough money to do many things. Even for Alex who already had found several ways to make money in this world with the help of his systems.
Alex was very pleased with Giovanni's support and he left Giovanni's room with a small smile on his face.

Maybe Giovanni even knew that Alex couldn't be controlled as a minion much longer and he used this method to weaken his numerous enemies. and if Alex weren't a Team Rocket member that Giovanni had very high regard for, Giovanni would probably kill Alex outright and not "use" him that way.
Alex didn't exactly understand what Giovanni's plan was or how he saw him, but he had for now only a few theories.
He stopped thinking about it and Alex started looking for a hotel in Celadon City.
Alex now had Larvitar in a Pokeball and he hasn't had a chance to talk to them yet.

After Alex had booked the largest room in this luxury hotel and entered these rooms, he started calling all the Pokemon out of their Pokeballs.
Larvitar also left his Pokeball and he looked at all of Alex's Pokemon(s) with a fearless look as if he were strong enough to defeat all of these Pokemon(s).
Alex used telepathy and started looking at Larvitar with a smile, "Hello Larvitar, I'm Alex, your trainer. I know you're probably very confused but..."
Larvitar cut Alex off by saying, "Hey you stupid human. Do you think I'll believe that crap? Especially when you show me that sickening smile of yours."
Alex showed a stunned expression upon hearing that. He didn't expect a young level 10 Pokemon to be so disrespectful to him when he tried to be friendly.
Especially the fact that this Pokemon questions his smile made him doubt a bit. ' is my smile really that bad?'
Larvitar, noticing Alex's dumbfounded expression, continued to show an indifferent expression as he said, "Don't think I'm scared of you just because you have some strong Pokemon. I'm Fearless."

All the other pokemon "look" at Larvitar like they can't understand how such a cute pokemon can say something like that.

Larvitar interrupted Alex again. "Shut up human. I don't want to talk to you. I don't like you, humans. stop talking to me."
Alex didn't show an angry expression when he heard that. He could understand when a Pokemon had a bad opinion of humans and Alex didn't blame Larvitar for not believing a word he said.
Although there are humans like Alex who treat their Pokemon very well, there are also many trainers who only see Pokemon as an object without feelings and treat them relatively poorly. In fact, Alex would say that most trainers below the elite rank are this "type" of trainers.
