(General POV)
After leaving the Roger Bar, Jack and Luke wandered around town for a bit longer to kill some time, then they headed to the docks where Jack made a larger ship than the little one they flew around the East Blue appear so they could sleep for the night. Sure, they could have just slept in a hotel, but Jack wasn't really in a mood to deal with people at the moment. On the contrary, he was even ignoring Luke as he began planning out how the whole organization was going to function. Essentially it was going to be one large organization consisting of two divisions, and each division would keep the other honest, relatively speaking. Jack didn't want to create the World Government all over again, so this was sort of what he had to do if he wanted to do it somewhat right.
The overall group would be called "The Order", while the two divisions that made up The Order would be called the "Sentinels" and the "Adventurers Association". The Sentinels would basically be the Marines, but better. They'd be the peacekeepers who patrolled the world and kept the people safe. The Adventurers Association was something that Jack figured this world needed.
With how often most people just went out to sea to explore and were suddenly labeled as a pirate, Jack felt they were more lined up in this department. He wanted to make it so people could create their own guilds through the Adventurers Association, which was basically a legal and registered pirate group if you wanted to look at it that way. It was a lot like the Fairy Tail anime where people could create guilds, but they still answered to the magic council, or in this case, they would answer to the Adventurers Association.
Jack himself planned to create a guild after a certain point so he could go and explore. Guilds could also take on jobs from the Association, like defeat sea monsters, or go find certain items on some hard to get to island. Things that the Sentinels would be too busy for. Hell, people could even hire guilds for escort jobs through the sea, something that Jack thought would be quite popular. Hell, looking at it this way, Whitebeard and Shanks fell more in the category of Adventurers than pirates, and Jack thought people like them might actually get a kick out of it.
The goal with the two divisions of The Order was if one group ever got out of hand, the other would be there to put them in line. For instance, if the Sentinels got corrupt and began acting like the Marines, the Adventurers Association would hopefully be able to rally the guilds around the world together in an extreme showing of strength and curb whatever problem was happening, and if the guilds started acting up and turned criminal, the Sentinels could enlist the help of different guilds to take them out. It certainly wasn't foolproof, but Jack figured with a bit more planning and putting the right people in charge, it had the real potential to actually work. And he really did hope it worked, because this world was too chaotic to leave it how it was.

The next morning found Jack looking slightly miserable at the table, with Luke looking a little concerned for him seated on the other side. "Are you alright? You don't look too good." Luke asked curiously with a touch of concern. "I'm fine. I just didn't get enough sleep last night, that's all." Jack said as he tried to rub the sleep from his eyes. "Are you sure?" Luke asked, prodding a bit further. Seeing the concern on Luke's face, Jack let out a deep sigh before he began to massage his temples.
"It's just, I actually like Smoker. He's not a complete tool like the rest of the Marines. I… I don't know if I want to kill him even if he declines my offer." Jack said with a slightly conflicted look on his face. "Is that all? Well don't you worry about it. I'll kill him." Luke said, trying to put Jack's mind at ease, however that didn't seem to help at all. Jack knew all too well about Luke's hatred for the Marines, and knew he probably wouldn't hesitate to kill Smoker if the opportunity presented itself. Still, would he be okay with Luke killing Smoker? The answer to that question was still unknown to him.
Rather than immediately leave the ship to go and explore the town, Jack decided to go a step further in recruiting people from the Marines. He was already trying to poach Smoker from them, so why couldn't he try for some bigger fish. Going into his [STORE], he purchased the number for [Monkey D. Garp], the hero of the Marines and arguably one of the strongest men in the world.
Deciding to call the number before he talked himself out of it, Jack dialed and waited, and after a few long seconds, there came a lazy "Hello, Garp speaking." It was a little surreal to hear Garp over the phone, but Jack didn't get hung up on it for long. "Vice-Admiral Garp, I'm glad I finally get to speak with you. My name is Jack Sparrow, and the reason for the call is because I'm interested in knowing how you feel about the Marines?" Jack said calmly as if he were talking to any random person, when in fact this was no random person at all. This was Garp.
"Jack Sparrow? Never heard of you. And my life in the Marines has nothing to do with you." Garp said, sounding slightly annoyed at him. Jack decided to peak his interest and just be blunt. "Oh, but it does. You see, I plan on ending the lives of all of the nobles, up to, but not limited to, the Celestial Dragons. You being a part of their personal errand boys will only get in my way, so I called in the hopes that maybe you might be up for the idea of joining me? If that doesn't suit you, then just leaving the Marines all together would be good enough." Jack said, laying it all out in the open.
As he waited to hear Garp's response, Jack heard a different voice whispering something in the background, and though he had no way of knowing for sure who it was, he could make a good guess. "Are you by chance with Sengoku?" Jack asked curiously. "Yes." Garp answered immediately as though it was no big deal. "God damn it, Garp! Can't you be serious for once?!" The annoyed voice of Sengoku shouted on the other end of the call.
"Sengoku, this is actually a pleasant surprise. I was debating on whether or not to call you too, and now that you're already on the call, I guess that solves my conundrum." Jack said happily. "Why would you want to contact me? Surely you can't think that I, the Fleet-Admiral of the Marines, would be interested in abandoning my post just because you asked." Sengoku said, making a good point.
"Oh, no. I figure you're all in on the Marines. It takes a special kind of asshole to want to be Fleet-Admiral, after all, and who am I to try and convince you to end the slavery, murder, and rape that the nobles are responsible for. No, the only thing I wanted to talk to you about is a certain undercover agent of yours that died a few years ago. I believe you remember, Rosinante, correct?" Jack said, knowing full well this would surely get Sengoku's attention. There wasn't much he knew about the Fleet-Admiral, mostly because it didn't show all that much about him in the anime, but what he did know was that Sengoku had deeply cared about a young boy that he had basically considered to be his son. That boy was Rosinante.
"Explain!" Sengoku demanded angrily through the Transponder Snail. Knowing he had the man's full attention, Jack decided to make him sweat a bit. "Are you sure you can trust anything I have to say? After all, I am the one responsible for killing the nobles in the Goa Kingdom. I'm also the one that killed those three Vice-Admirals you sent a few weeks ago." Jack said, thinking maybe this would rile up Sengoku a bit, but to his surprise, the man didn't seem to care about any of that.
"Tell me what you know about Rosinante!" Sengoku shouted furiously, completely ignoring the fact that he was speaking to the man who had just admitted to killing almost three-thousand Marines.
"Did you know that the man responsible for his death is actually a pirate who has been working undercover as a Marine soldier? He beat Rosinante within an inch of his life after finding out that he was actually working with the Marines, then he handed him over to his killer". "Who? Who is the Marine?" Sengoku asked, sounding almost too calm.
"Before I tell you that, let me tell you the full story." Jack said, then went into detail about how Rosinante took in a small boy who had white lead disease and was trying to find the cure. How he went to Rubeck island and stole the Devil Fruit the Marines were trying to get their hands on and gave it to the boy, then was found by the undercover pirate and beaten, then killed by Doflamingo, who at the time wasn't one of the Seven-Warlords.
Finally finished with his tale, Jack said, "The name of the undercover pirate is Vice-Admiral Virgo. He is one of the executives of the Donquixote family. Do a bit of digging and you'll find the proof you'll need to know I'm telling the truth."
Finished with his depressing tale, Jack decided it was time to get back to the topic at hand. "Garp, I originally made this call to see if you'd be interested in leaving the Marines to join a new organization, one that would do right by the world. There will be many things similar to the current Marines, but there will be many differences as well. There won't be any answering to the nobles, and you won't have to standby and do nothing as people suffer under their tyranny." Jack explained as simply as he could, knowing Garp wasn't the kind of person who liked to mince words.
"I'm going to be honest with you kid, it all sounds a bit too good to be true." Garp answered back with a tone of indifference. "You don't have to decide right away. I'm going to try and get the East Blue under control, then once you see what we're doing you can make your decision then." Jack said, not wanting to force out an answer right now when that probably wouldn't do any good. "I'll think about it." Garp said simply, which was good enough for Jack. He honestly didn't think he'd even get that, but it had been worth the try, and now he was glad he had.
"Thank you for your time and consideration. Have a good day, Garp." Jack said before he ended the call, then let out a dark chuckle that turned into a full on laugh. "Did you finally lose it?" Luke asked, looking slightly concerned. "I'm perfectly fine." Jack said after he got his laughter under control. "By just revealing that little bit of information, I've most likely gotten rid of Vice-Admiral Virgo, which in itself will be a bit of a kick to the dick to both Doflamingo and the Marines. No longer will Doflamingo have Virgo there to feed him intel, and the Marines will be down another Vice-Admiral. You can't argue with these kinds of results." Jack said happily.
Luke had no idea who Doflamingo was, other than the fact that he was probably a bigtime pirate if he had a Marine Vice-Admiral as an informant, and now they had most likely just doomed one of his family executives by revealing information to the Marines.
"I'm glad to see you're enjoying yourself at least. So, any other calls you need to make?" Luke asked curiously. "Yeah. I'm going to call Dragon, the leader of the Revolutionaries. He's a good guy to know, and with his help then I just have to get rid of the corrupt people and he comes in and fixes everything. I figure he should at least be informed on some of the things I've got planned." Jack said, not hiding anything.
He punched Dragon's number into the Transponder Snail and waited the few seconds it took for Dragon to answer. "Hello." Dragon's voice sounded over the line. "Hey, it's Jack. I haven't done anything else to warrant concern just yet, aside from taking out those Marine Vice-Admirals that got sent to find me, so don't worry. I'm just calling to inform you about some of my plans." Jack said calmly, however the left-eye of the Transponder Snail was visibly twitching.
"You don't think killing three Vice-Admirals and nearly three-thousand Marines warrants concern? I'm scared to ask, but what do you have planned next?" Dragon asked, sounding as though he was a little bit worried about what Jack would say next. "Three-thousand Marines is nothing. Admiral Akainu probably kills more Marines than that every year." Jack said, then wondered if that number was too small. "I see…" Dragon said, though he really didn't. He had no idea how many Marines Akainu was responsible for killing, but it was probably a lot.
"Anyway…" Jack began as he started explaining all about his grand plan for The Order, the Sentinels, and the Adventurers Association. He even explained how the East Blue would be their proving ground, and once they had it firmly under control, he would move on to the other Blue seas. "But the Revolutionary Army is still going to stabilize the economy and help teach places to govern themselves, right?" Jack asked hopefully.
That was something he didn't even know how to comprehend just yet. "Of course we will. That's kind of what we do." Dragon said with some amusement in his voice. Honestly, Dragon had taken this whole thing a lot better than Jack thought he would, and had even given him some pointers, while also saying he could help structure The Order to better help it workout, something which Jack was thankful for.
"I plan to recruit a large number of people relatively soon, and once I begin the training phase I'll let you know." Jack said simply. "How do you intend to start recruiting? Not just anyone will want to join a new group to combat the World Government." Dragon said, making a good point. Still, Jack had thought of this to some degree, and he couldn't help it when he looked at Luke out of the corner of his eye.
"Who better to fight against the Government than those who have been wronged by them? There are more people who suffer from the Government than the pirates, hell, that's probably why a lot of people became pirates. If given a chance to fight back, I think many people will jump at the opportunity." Jack said, not so subtly hinting at the fact that he was going to start by freeing slaves.
"I look forward to seeing how this turns out, and I wish you luck. Keep me posted in the future, and I will inform you if I find that the Marines are making a move." Dragon said, bringing the conversation to a close. "I will." Jack said, and then as if remembering something he quickly asked, "Who is Luffy's mom?" Dragon just ended the call instead of answering, though Jack did see a look of surprise on the Transponder Snail's face before the line was disconnected.
'I can't blame him for wanting to keep it secret, but I'm still curious.' Jack thought, wondering if he would ever get the answer that had kept fans of the One Piece series guessing for years.
Luke, who had been listening in this entire time, was almost vibrating with excitement. "So when do we go and attack?" He asked, wanting more than anything to start killing the Marines, and if he could free slaves who might possibly join them, all the better. "First we deal with Smokey, then we get ourselves a proper navigator, then we strike." Jack said as got to his feet. There were still a few hours yet before Smoker had to come to a decision, but that didn't mean Jack had to remain cooped up on a ship and wait for him.

(Garp POV)
After ending the call with the man known as Jack Sparrow, Garp wasn't sure what to think. He and the rest of the Marines at HQ had wondered what became of the Marines sent to East Blue, seeing as how they had lost all contact a few weeks ago. There had been talk of sending another, much larger force, but that had been put on hold until they actually managed to find out something about what was going on. Now they knew everyone had been killed, and Garp wasn't particularly interested in sending another group of Marines off to experience the same fate.
Looking over at Sengoku, Garp saw the man frantically going over reports. Anything related to Vice-Admiral Virgo and the Donquixote family had been brought to his office on the downlow, and now Sengoku was going over everything with a fine-tooth comb, though that wasn't much of a surprise to Garp. He had been there when Sengoku found Rosinante as a small child, and had watched him raise the boy as if he were his own son. Garp had seen firsthand how distraught Sengoku was when he had learned of Rosinante's death. It was the pain of a man who had lost a son, and it had taken months for him to stop grieving, though Garp also knew Sengoku had never really gotten over it.
Now after all these years he finally had a lead on what had happened, and Garp could tell that Sengoku had no intention of dropping the matter. Garp chose to sit in silence for a time and eat his crackers, but he was brought back to reality when Sengoku struck his desk with his fist, breaking it in two. Clearly he had found something that angered him, and had taken it out on his defenseless desk.
"It all makes sense… why the Donquixote family always seemed one step ahead of us. Vice-Admiral Virgo is listed on almost every report related to that family, and there are more than a dozen cases that tie him to them. There are two instances from the past where he was the sole survivor of a confrontation with them. Seeing how injured he was, no one thought to question why he was the only one who survived, but now it makes sense. They let him live." Sengoku said darkly as he read over more than a dozen instances that indicated the fact that Virgo might have been a spy.
"You know what they say, Once is coincidence, twice is happenstance, but more than a dozen times is complete fucking negligence." Garp said, knowing this was entirely on the Marines. "He was on the island where Rosinante died." Sengoku said angrily as he tried to contain his barely suppressed rage.
Looking towards his friend, Garp gave Sengoku a nod, and as one they both rose to their feet. It took only a little bit of questioning, but they were able to find out that Virgo was present in Marineford, which was good, because neither Garp or Sengoku had any intention of ever letting him leave. They marched towards the harbor where they found Virgo ordering a few other Marines around. Virgo didn't even have time to react when a fist slammed into the back of his head, sending him flying through the air, right towards where Garp appeared before he was kicked back towards Sengoku. The enraged Fleet-Admiral caught Virgo by the leg and immediately began to swing his body like a ragdoll into the ground, over and over to the point that the ground around him was a wreck.
Marines from all over the base gathered quickly to watch two of the biggest monsters in the Marines beat the daylights out of Virgo, and though the grunts were scared and confused at what was going on, no one dared to question them. There had been two Vice-Admirals who tried to approach to find out what was going on, but Garp stopped them with a look, knowing they were better off not getting in Sengoku's way.
It was only after Virgo's body went limp that Sengoku grabbed him by his throat and began to squeeze the life out of him as he growled, "You traitorous bastard! You've been giving information to pirates, and are responsible for the deaths of hundreds of Marines!" By this time there was a massive audience gathered around, and all of them heard the Fleet-Admiral's words.
They were shocked to learn that a Vice-Admiral was secretly working with pirates, and even more so to learn he was responsible for the deaths of so many Marines. The looks of horror on their faces transformed to looks of outrage, and more than a few of them were glad to see the Fleet-Admiral punish the man so ruthlessly.
Eventually Virgo stopped breathing entirely, at which point Sengoku tossed his corpse onto the ground like a dirty rag before he began marching back to his office. Garp, who had been watching the entire thing, turned to a Marine soldier beside him before saying, "I need you to show me how to send a picture."

(Donquixote Doflamingo POV)
Doflamingo was having a good day. The world was full of chaos, and he was right at the forefront to get a front row seat to the destruction. Nothing could get him down. "Excuse me, sir. This came for you from Marineford." One of his little minions said as they handed him a picture that made his blood run cold. It was a picture of Virgo, or at least what was left of him, and taped to his chest was a piece of paper with the words, "Rosinante sends his regards."
