(Location: Windmill Village)
(General POV)
Two weeks after he had left Cocoyasi Village, Jack had arrived on Dawn Island where resided the Goa Kingdom, though the actual place he landed on the island was a small town called "Windmill Village". 'So this is where the rubber moron is from… I thought it would be bigger.' Jack thought to himself as he took in the small town. There wasn't much to see, but he figured exploring couldn't hurt anything, so he began to make his way around town until he eventually found himself standing outside a place called, "Partys Bar". Anyone who was a true fan of the series knew that the bar was owned and operated by a woman named Makino, who was probably one of the more likable characters in the series. Jack was excited to see the place, if only for the memories he'd get from it.
Walking inside the doors leading into the bar, Jack noticed right away how packed the place was, and to his slight annoyance, all of the patrons were bandits. Not one to let that kill his mood, Jack continued on towards the bar where a beautiful woman with dark green hair was waiting on a few people, and he knew from the moment he saw her that she was Makino.
"More beer!" Someone called out from across the room. "And here too!" Someone else called out, followed by more and more of the patrons calling out for more beer. The whole time this went on, Makino had a smile on her face, moving quickly to serve them all more beers. 'Some people are too good for this world.' Jack thought as he watched on in silence.
It took a minute for Makino to notice Jack standing by the bar, which in turn earned him a warm smile from her. "Excuse me sir, if you'll just wait a moment while I take these drinks to the gentlemen over there, I'll be right with you." Makino said to him while she was filling the mugs with beer. "Don't worry, I'm in no rush." Jack told her as he took a seat at the bar and continued to survey the goings on around the room.
He noticed one guy cheating at cards at one table, and another guy was slipping in a loaded dice at a different table, while at a third table someone who looked to be the leader of the gang was openly taking money from some of his underlings with a smile on his face. 'No honor amongst thieves.' Jack thought, not bothering to say anything to anyone.
The plan was to stay out of things and not cause a problem, but that plan changed when he saw one of the bandits slap Makino on the ass when she was walking by his table, while another guy grabbed her arm and pulled her onto his lap. Everyone in the room seemed to find that funny, everyone save for Makino herself, and of course, Jack. "Let go of me!" Makino told the guy who she was sitting on. "Oh, come on, hot stuff! I promise you'll have a good time." The man holding her said before him and everyone else at the table laughed as though he had said the funniest thing in the world.
"I'm sorry, but you're not my type." Makino told the guy before she managed to get her arm free and jumped from his lap. "Here that? Even a barmaid doesn't want to touch you!" Someone else said, which again caused people to laugh, only now they were laughing at their comrade who didn't seem to find any amusement in it. He got to his feet and began to move towards Makino, but scarcely had he taken a step before Jack appeared right beside him, and without any word of warning, drew his pistol and shot the man point black in the head.
The bar went deathly quiet, as everyone took in their comrade who's head had just gotten blown off. Jack scanned the room, his eyes roaming from person to person before they rested on the leader. Using a bit of Conqueror's Haki to make the patrons feel a little dread, Jack coldly ordered, "Get out!" It was not a suggestion, and the bandits knew they would all die if they didn't listen to the man standing before them.
As one they all rose to their feet and proceeded for the door, however before the first man could step outside, a shot struck the door in front of him, causing them all to stop in their tracks. "You haven't paid yet." Jack said simply. Every single bandit, including the leader, emptied out their pockets of anything of value and left it there on the table by the door before exiting the bar. The two bandits who were ordered to grab the dead guy even stopped to reach into his pockets before turning them out before they proceeded to leave the place in a hurry. Jacked watched them all for a time, making sure they left the village.
With the bandits all gone it was just Jack and Makino left in the bar, and she was still standing where she had been standing when Jack killed the guy that was walking towards her. She hadn't moved an inch and her facial expression was frozen in mixture of shock and fear. "I'm sorry for frightening you and causing a mess in your bar, but I couldn't let him hurt you. If you would like me to leave, I will." Jack said calmly to Makino, who just continued to stare at him in a bit of a daze.
It took her a minute to snap out of it and come back to reality, at which point she was quick to put his mind at ease. "No, it's okay. Really. This kind of thing actually isn't all that uncommon, I'm just not used to being this close to it. Please, stay for a drink." She said kindly to him even though he had just killed someone in her bar.
Jack had just retaken his seat at the bar when a short old man burst through the door holding a rifle, followed by two other much younger men who were also carrying guns of their own. "What's going on?! What happened?!" The old man shouted while pointing his rifle at Jack. "Hold on, mayor! The bandits from earlier were getting a little rough, and this man here got rid of them." Makino said to the old man before she went into detail and explained the full story to him. Upon hearing the full story, the old man set his gun aside, and the two men who had come with him visibly relaxed before they left the bar to go back to doing whatever it is they were doing beforehand.
"My name is Woop Slap, and I'm the mayor of this town. You have my gratitude for helping Makino." Mayor Woop said respectfully as he moved over and took a seat on the stool beside him. "It was no trouble." Jack said simply. "Until it is. Boy, you don't know what kind of hornets nest you just knocked over. You killed one of their own, and now I'm afraid those bandits might do something to try and get back at you. If you leave town for any sort of reason, watch your back for an ambush." Mayor Woop said, sounding a little tired of the whole thing.
"Aren't you worried they'll come back and cause problems in the town?" Jack asked, finding it odd that the man was more worried about his safety than Makino's. "Don't worry about us. Normally the bandits know better than to do something stupid here in town, but this time was one of those rare occasions. It doesn't do well to bite the hand that feeds you, and without us, they can't get any supplies anywhere else on the island. If they try stealing, we just call the Marines, and none of them like dealing with the Marines we call." Mayor Woop explained, giving a pretty good reason as to why he wasn't scared.
'I'd be scared too if I was a bandit and these guys called Garp. They probably have him on speed-dial.' Jack thought, realizing just which Marine the old Mayor was talking about. Going back to his drink, Jack drained the mug before turning his attention to the old mayor. "Don't worry about me, I'm a lot stronger than I look. If anything, you should worry about the bandits." Jack said with a grin before he got to his feet and headed for the door, though not before he placed a stack of berries on the counter.
"Thank you for the drink, Makino. It was great. I'll definitely be back, but hopefully my next visit will be a lot more pleasant. Anyway, see you around." Jack said before he left the bar and headed towards the Goa Kingdom, which just so happened to be the same direction the bandits had gone.
It didn't take Jack more than a few minutes to catch up with the bandits, and by the time any of them noticed him it was too late. "AAAAHHHHH! HELP ME!" N-NOOO" "UUUGG!" The bandits screamed as they were brutally ripped apart. Jack dispatched all of the bandits without any fanfare, getting the job done as easily as if he had just taken out the garbage before he continued on through the forest towards Goa Kingdom.
Like usual, he wasn't in any rush to get anywhere so he took things nice and slow, choosing to camp out under the stars in a bed he had bought from the [STORE] rather than rush his way to the city just so he could stay in a hotel. That night as he was looking up at the moon, he really thought about everything that had happened thus far since coming to this world. As it happened, most everyone, be they pirate or Marine, had been out to get him, but he knew that not everyone could be bad. Granted, he didn't hold well with Luffy's idea of simply beating up his enemies before letting them go approach, but he knew not every pirate he encountered was going to be evil, nor would every Marine who happened to stop him be corrupt.
There were good people too, like Makino, Genzo, and of course, Nojiko. Jack couldn't help smiling thinking of Nojiko. Though he had only spent one day with her, it was probably one of the better days he had spent in this world, and it wasn't just because they had had sex. She was a good talker, and she made him feel alive just being in her presence. He had honestly never thought he would feel anything like that for someone in this world when he first came here, but after seeing her and spending time with her, he figured it could be possible. 'But they're not all like her and the others.' Jack told himself, realizing his warning went both ways.
'But where do I draw the line?' He asked himself, for he wouldn't spare Marines who are innocent if they were trying to kill him, nor would he want to question every pirate group he met to see if they were evil, which was sad because there were many pirates who only became criminals after the World Government labeled them criminals. Just look at Luffy.
In the anime, what did he do to get a bounty? He beat up pirates, got rid of a Marine dictator, saved one town after another, all the while just wanting to explore the world, and yet for that, the Marines gave him a relatively high starting bounty so he would be hunted across the world. 'But not all pirates are like Luffy.' Jack told himself, feeling tired at the subject.
There was also the fact that if he killed every Marine, the rest of the world would turn into a chaotic, lawless mess. Criminals would pop up like weeds with no one to stand against them, and Jack sure as hell couldn't be all over the world by himself. He knew he needed to either somehow rebuild the Marines how they should have been built, or get another organization to do it for him. It was that line of thinking that sparked an idea into his mind. '
The Revolutionaries! I can just pawn this shit off on them! All I need to do is find some way to contact Dragon and have him come behind me and have his organization fix all of this shit. Maybe I can even see if he can start something like the Neo-Marines like Zephyr did.' Jack thought with more than a little excitement.
'Now if only I knew how to contact him...' He thought before a weirdly simple idea popped into his mind. Going into his [STORE] he scrolled through a few pages before a list of Transponder Snail numbers appeared with the names of who said numbers belonged to. The list was almost endless, but thankfully there was the [Search] option that simplified everything. After typing in [Monkey D. Dragon], a number appeared for the low, low price of $1,000 berries. That was the price for literally every number in the [STORE], and to Jack who had far more money than he had ever dreamed of having, it was an acceptable amount.
Jack bought the number, if only to have it, though currently he wasn't really in a position to start any of his grand plans, so he opted to just keep it in his [Inventory] for now. With that, he had every intention of going to sleep when he noticed something in the [STORE] before he closed it. There was a blinking tab near the top right corner that he hadn't noticed before, and curious as to what it was about, he mentally clicked on it and a number of new tabs appeared.

'Huh…' Was all Jack could think after reading the text that appeared. He hadn't thought that there would be more options for him to unlock in the [STORE] considering he could buy pretty much anything he wanted, but never had he considered designing something before buying it. He also hadn't really given it much thought after leaving Cocoyasi Village, but he did have a little over $7.5 Billion berries in his [Inventory], nor did he even begin to think about the kinds of things he could do with wealth like that. Reading over the [Options], Jack's eyes were immediately drawn to the last one, the [Bounty] category. Curious, he mentally selected it, at which point a new page appeared before him, and at the top of the page there was another message.

After reading over the steps to create a bounty, Jack was dumbfounded. 'In order to be able to do this… this [STORE] is more broken than me!' He told himself, unable to determine how the [STORE] would be able to not only distribute WANTED posters all over the world, but also somehow transport the bodies of targets from wherever they may be around the world and put them into his [Inventory].
Jack was about to start picking into how it was possible when he remembered what happened the last time he tried to make sense of his [STORE]. A literal God with a capital G told him to just roll with it, and deciding to heed that advice, he simply brushed all of his questions aside and decided to go ahead and give it a try. 'Okay, but who do I want dead?' He wondered, finding the list to be far too long to narrow down.
Figuring that some of the people that he wanted dead would need to be priced out at a stupidly high amount, Jack decided to move to a low level grunt of some kind, more as a test really, and with that, he decided on Ironfist Fullbody, a Marine Lieutenant who was kind of a cunt in the anime. Jack selected him, and to his surprise, a number of pictures of the guy appeared and he was able to choose which one he wanted.
For the price, he figured a lowly grunt like Fullbody should be worth around $5 million, and after depositing the money and paying the [$1 Million Berry Activation Fee], all there was to do now was wait. Not wanting to stay up the whole night playing with the new functions of his [STORE], Jack closed it down and went to sleep.

By noon the following day, Jack arrived at the gates of the Goa Kingdom. He had to pay a fee to get inside the gates leading into the city, but they were minimal so he didn't bother arguing or even just try sneaking in. He could follow the rules every now and then. The streets were bustling with more life than any place Jack had seen since coming to this world, on top of which, the streets were cleaner than they had any right to be. 'I guess this is what it looks like when you force the undesirable and the garbage out of the city.' Jack told himself, seeing the city in a different light than everyone else.
He had been walking for less than ten minutes in the city before a fat man dressed in frilly white clothes blocked his path, looking at him as though he were an unavoidable bad smell. "Who let vermin like you into the city?! What the hell do we pay the guards for if a beggar like you can get in here?!" The fat man yelled at him, then turned to one of the dozen guards standing at his side and snapped his finger. Seeing the guard begin to approach him, Jack couldn't help but wonder why people seemed to want to start something with him everywhere he went.
'Oh well, I was bound to cause some shit on my own anyway.' He told himself before he pulled a gun from his [Inventory] and pointed it at the approaching guard who only seemed to be carrying a spear. The man looked between the gun pointed at him and the spear he was holding before he wisely took a step back behind the fat man with the other guards. After that, Jack pointed his gun at the fat man who seemed genuinely shocked that Jack would dare to raise a gun at him.
"How dare you point a gun at me! Do you know who I am?!" The fat man roared angrily. Jack in fact did not know who the man was, nor did he care. But what he did care about was that he was drawing a crowd of onlookers, many of them being women and children. Deciding to de-escalate the situation, he turned to the crowd before calling out, "Excuse me, everyone! This man here doesn't seem to know who he is! If you know his name, please inform him immediately!"
At Jack's words, the area went quiet, though funny enough there were a few people laughing somewhere in the gathered crowd out of sight, however the fat man was not one of those people. Jack could visibly see his face redden, and his body was shaking violently, almost as if he were about to burst. "Worry not, Sir. I'm sure one of these upstanding citizens will be able to help you with your… problem. Now if you'll excuse me, I have important things to do that don't involve associating myself with swine the likes of you. However, should that change, you shall be the first person I call upon. Once you've figured out your name, that is." Jack said to the fat man before he strolled away without a care in the world.
Although it appeared as if he had left, Jack hadn't gone far before he circled back without anyone seeing him, then silently followed the fat man and his guards to some high-end neighborhood that was obviously meant for the elite of the elite. He had no intention of letting people the likes of the fat man live, for they were worse than most pirates, and he had no intention of leaving any of them alive. 'I'll be seeing you later.' Jack silently promised before he disappeared once more.
After that, Jack decided to make his way towards the Marine outpost near the harbor to collect the bounties on Buggy and Arlong, though not before he bought himself a white skull mask. He had no intention of claiming bounties as himself anymore, mostly because he wasn't sure if the Marines had any reports on him after what he had done to Captain Carson and the other Marines, but also because someday soon he planned to be a bit more open about what he wanted to do, and he doubted the Marines would let him cash in on Bounties in the future.
'Granted, I'm not sure it would matter considering I could just rob them, but just in case, I'll keep this option open.' Jack told himself. Stupidly, on the Marines' part, the only thing they wanted from Jack was a signature of his name to confirm that he had received payment for the bounties, meaning anyone, even other pirates could cash in on bounties so long as they wore a mask. Chuckling slightly to himself, Jack signed, {William Turner}.
Done with that, Jack walked around until he had the lay of the land so to speak, then went and found a hotel for the evening. He managed to treat himself to a meal and a shower before he got a few hours of sleep, but the night had only just begun when he snapped his eyes open. Turning into a wraith-like being that seemingly moved through walls, Jack made his way towards the noble district where the fat man lived. Once there he made his way into the fat man's home where he found him sleeping, but that wasn't the only thing Jack found.
There were other people present, most of whom were in chains or wore collars around their necks, and the few people who weren't chained or collared were "playing" with those that were. Upon seeing this, Jack didn't hesitate to go around the house and gather up those that were being held prisoner and used Black Hole to take them away from there. After that, Jack began what could only be called a slaughter. By the time he was finished with everyone else that had remained, all that was left were piles of ash. The fat man had been truly horrified to see Jack in his house, but the horror hadn't lasted long as he too was soon turned to ash.
Feeling a little spiteful, Jack took every single item from the house, including the doors and windows before he burned what was left of it to cinders. The whole process had only taken a little over a minute, and being in a bit of a rush considering he had no idea how long someone could stay alive inside the space of darkness, Jack quickly shot across the city walls and made his way out into the forest. When he was far enough away that he couldn't see the city, he stopped and let all of the people out of the dark space, and like one would suspect, they all began to panic and cry out in alarm.
It took far longer than Jack expected, but eventually he was able to calm down the twenty people so he could explain what was going on, but first he went around and using his [Inventory], he made their chains and collars disappear from their bodies. He found out from one of the older women that they were all former residents of the kingdom who had been kidnapped and enslaved by the nobles, and worse yet, there were lots more people who were in the same situation as they had been by the other nobles.
Deciding right then and there to do something about it, Jack left everyone with a few tents and supplies and said he'd be back soon, then he went back into the city. He washed over the noble houses like a plague, reaping lives as easily as a farmer cut his wheat, killing the residents of the house while taking all of the people who were in chains and or collared. There was one situation where he had read the situation wrong, and it was actually just the guy and his wife being kinky, but he didn't feel bad after killing them when he found the slaves they had in their basement. They were actually the ones who pointed out that the woman he had thought he saved wasn't actually a prisoner, but one of their captors.
Of the dozens of nobles who resided in the Goa Kingdom, there were only six houses where Jack hadn't found any slaves or any sign that there had been slaves. He had even gone so far as to interrogate one man who was sleeping soundly next to his wife, and after being subjected to more fear than he had ever felt in his life, he swore up and down that he had never owned a slave, and that he thought the idea of it was barbaric. Jack gave him a warning that should he ever find out the man had gone back on those words, he would come back and finish what he started.
By the time he finished clearing out the houses, Jack had gathered close to a thousand slaves of every age. There were people who were so old they looked like they would keel over any moment, while there were some children who were so young they couldn't even walk yet. The fact that there were this many slaves that no one in the city but the nobles knew about was a little morbid, but then again, the nobles could do whatever they wanted so long as the public never found out about it. They could get away with being cruel to the citizens in Grey Terminal, but subjecting their own citizens to their sick machinations was another matter. After all, they weren't the Celestial Dragons who thought themselves to be Gods.
Going back to where he had left all of the people, Jack looked them over and wondered what he was going to do with them, when he remembered a man whose number he had recently purchased. A man who dealt in the recovery of slaves every day. Taking out the number and his Transponder Snail, he called Dragon.

(Dragon POV)
Dragon was a tired man. He had spent the entire day and most of the night taking care of a situation that had needed his full attention, and now after hours of work he was finally able to get some sleep. However things were never easy for him, because not even an hour after he had closed his eyes, his Transponder Snail began ringing. "What is it?" He asked tiredly even as he moved to sit up. After all, if he was getting a call now, something important must have happened.
"Hello, is this the Revolutionary Dragon?" Asked an unfamiliar voice on the other end. "Who is this?" Dragon asked, not understanding how someone he didn't know had somehow gotten his number. A number that should have only been known to a select few individuals. "The name is Jack Sparrow. We've never met before, and I can almost guarantee you've never heard of me either, but I need your help. Well, more like a bunch of former slaves need your help, but I'm the one asking on their behalf." The voice now known to belong to a man named Jack Sparrow told him.
"Explain." Was all Dragon said, wanting more information before he agreed to do anything. "So, I may have killed most of the nobles in the Goa Kingdom because they were slaving assholes, then to top it all off I took all of their slaves and brought them with me outside the city and now I don't know what to do with them." Sparrow said plainly, laying his cards out on the table, and boy what cards did he have. It wouldn't be hard for him to confirm if what the man said were true, simply because he had hundreds of contacts in the Goa Kingdom, so having them confirm a tale like this would be no problem. The actual problem came when trying to figure out if this was some sort of plot against him or if it was actually legitimate.
"Why did you do this?" Dragon couldn't help but ask, hoping to learn if maybe the guy had some ulterior motive. "A wise man once said, 'The only thing necessary for evil to triumph is for good men to do nothing.' I will not standby and watch as innocent people suffer around me, nor do I believe you will either. The World Government is plagued by rot and sin, and I believe it's time for them to go. The Marines too, but that can be discussed later. For now, let's focus on the thousand or so former slaves that need your help." Sparrow said, his words genuinely surprising Dragon, though he wasn't sure why. After all, there were probably more people out in the world who had the same mindset, only it was this guy who acted.
'If what he says is true, I could take advantage of this situation to put people in key positions around the city. As for the slaves, the more that are from Goa Kingdom itself wouldn't risk betraying us for fear of getting locked back up, and I can use them to better help my agents.' Dragon thought quickly on the matter, coming up with the rough outline to set the foundations for a much bigger plan that would be executed at a later date.
"Let me make a few calls and I'll get back to you." Dragon said, at which point Sparrow gave him the number to his own Transponder Snail before he ended the call, then immediately he called his contacts in Goa Kingdom to have them confirm what was going on. Next, he himself got dressed and went to rouse some of his men. He had a gut-feeling on this situation, and if he was right, a new player hand entered the game that just might be able to tilt the balance to be a little in his favor.

(General POV)
After ending the call with Dragon, Jack continued to do as much as he could for the former slaves until Dragon finally called him back. The guy had apparently liked what he had found out because he was sending some people to deal with the current situation, and assured Jack that he would take care of the freed slaves once he got there, which Jack hoped was sooner than later.
Sooner than later turned out to be a few days, but eventually Jack was able to sense a few ships nearing their position, and they weren't the Marines. Over the last few days, Jack had moved the group of slaves quite a bit further away from the Goa Kingdom, and now they were in a position that they wouldn't run the risk of so easily being spotted by the Marines. He had of course informed Dragon of this, which is how the Revolutionaries were able to find them so easily.
As the ships docked and the Revolutionaries saw all the former slaves, they all seemed to relax a bit. They had prepared for the worst case scenario, but luckily it wouldn't come to that. Jack watched as they led the people to the ships, and he couldn't help but notice how many of them were pointing him out to a man wearing a green cloak. Soon that man appeared before him, and it was only then that Jack got a good look at the red facial tattoos that adorned his face. "I didn't think the Revolutionary Dragon would come personally, but I must say, it is an honor to meet you." Jack said as he extended his hand out towards the man. Dragon looked him over for a few seconds, but in the end he did take his hand.
"So what do you plan to do now?" Dragon suddenly asked him. Evidently the man was curious if Jack was going to get up to more shit like this in the future, and Jack decided to not disappoint him. "The East Blue is just the beginning. I'll try to set up a different force to police the surrounding islands and the sea instead of the Marines, then I'll remove the World Government's hold on it. Depending on how that goes, I'll try to move on to the other Blues before eventually making my way into the Grand Line, and hopefully one day people won't have to live in fear of pirates or the Celestial Dragons." Jack explained, getting a thoughtful look from Dragon.
"The Marines aren't going to sit back and let this attack go. They will send a force to investigate it." Dragon warned him, but Jack already suspected as much. He admitted that he was going to be on the lookout for them and would deal with them as they came, but for now he wasn't going to worry about that.
They discussed a few other things for a while before someone came to inform them that the former slaves had all been loaded onto the ships, at which point Jack jumped upon the nearest ship and began making all sorts of weapons appear by the hundreds. These had been the guns, swords, bullets, axes, spears, every other weapon he had managed to get his hands on. "This should aid you in your fight against the World Government." Jack told Dragon who had come to look at what Jack was doing, and now looked rather dumbfounded to say the least.
"Oh, and before I forget, I was hoping you could do me a favor." Jack said as he withdrew a recording from his Inventory. It was of Captain Nezumi of the Marines 16th Branch going to accept bribes from Arlong. Jack even went so far as to give Dragon, Arlong's record book which showed detailed dates and amounts that had been given to Nezumi to keep quiet on the whole thing. "I was hoping you could arrange to get this published in tomorrow's paper. It'll be a good way to show that the Marines aren't as honorable as they seem." Jack explained all the while Dragon was flipping through the book with wide eyes.
"Did this really happen?" Dragon asked in bewilderment. "I'm afraid so. For a little over five years the residents were all forced to pay each month or they were killed. Many people were killed, as that book shows, and that's something the Marines will never be able to atone for. Granted, not all of the Marines knew about it, but because of corruption in their ranks, thousands of people suffered horribly, and that was just at the hands of one group of pirates." Jack answered honestly. "Consider it done." Dragon said before he signaled the ships to move out.
