then the upper district concentrates the highest permissions of the Black Tower... Anything involving high-level permissions requires the tower top's approval before it can be executed.
Relevant personnel are generally not allowed to go to the tower top,
and unlike the connection between the lower and middle districts, there is no exclusive elevator.
