A containment facility holding tens of thousands of Out of Control individuals, constructed in the form of a tower, stands at the very center of this zone, directly connected to the upper zone.
Dense cyberpunk-style buildings resembling a steel jungle are scattered throughout the mid-level zone, representing various departmental units maintaining the basic operations of the Black Tower, directly integrated with Formal Employees.
Concealed within the Mist, accessible by only a single river passage, is the Other Shore Hotel.
This area is designated as a special region for the zone, providing a private space for higher-ranking Black Tower Employees and administrators for confidential discussions, office usage, and even direct handling of tasks and signing agreements within the hotel.
