Even though the Thunder Domain has been controlled by Hongmeng City, each city either belongs directly to Hongmeng City or is under its supervision.
However, those who belong to the Hongmeng City system are few in number. Across the entire Thunder Domain, among the numerous cities, cultivators are as plentiful as stars. In any given city, the majority are inevitably loose cultivators. These loose cultivators don't hold much loyalty towards Hongmeng City.
With Nanping City shattered, the attitude of these cultivators and adventurers essentially boils down to enjoying the spectacle.
