It's very likely that Babie paid a huge price to get the Fire Worship Path cultivators to act against the Human Clan. As for the excuse the Fire Worship Path cultivators made about humans stealing their Holy Artifact, that's obviously an offhanded pretext, a poor excuse.
By having the Fire Worship Path cultivators hunt the humans, Babie can shift all the blame onto them when Chairman Ao Tian returns to question him. After all, his Yin Yang Clan hasn't physically attacked the Human Clan.
